The partner/ally can only be your neighbor. It's possible that partners that are not neighbors will be in the future versions.

Of course. You can make any mission that relates to your character.

The reward depends on how the mission is created: Cutscenes, Objectives, Actors and story.

Since you're level 1, your missions will be rated $10-$100 and 10xp-100xp. No bonus rewards will be rewarded on non-quest missions.
