I understand you to mean that you CAN'T (can not) finish the "Management Issues" mission because the game crashes.
We will need more information about your Game and system.

Which version (edition) of the game did you buy (V1, V2, V3.)?
Did you install the game from the Original DVD?
Are you playing the game with that Original DVD in the drive?
Did you modify the game in any manner?

When posting a problem, please, include the following information about your computer:
• Operating system (if you have XP, Vista, or Win7 and which Service Pack(s) is installed)
• Processor?
• Video Graphics card type?
• How much graphics memory, and is it Dedicated or Shared?
• RAM (random access memory)?
This information may also help to identify your problem.

PRE-TROUBLE-SHOOTING QUESTIONS:
If the game worked before, and have changed OS or Screen settings, If your system upgraded anything (drivers, etc) then the first step is to Delete the GTA_SA.set File. (The GTA_SA.set file is recreated at the end of each game play session. It contains OS data that may no longer be relevant.)

Are you playing the game in Vista/Win7 using
W98 (or XP) compatibility mode,
with Administrative Privileges?

I download from russian website and i searched gta sa torrent and google show me that and so i must delete the game or mods
and my game is russian

A Note for potential Modders:
Modding is easy with First Edition (Version 1 games are Hard to find).
Not so easy unless you work at it with Second Edition (Version 2 games on a DVD Disc. These are Currently available.)
Version 3 games are Not able to be Modded. (Downloads).
