 Empire Building Problem

Hi guys,

Recently I've reached the second island in the game and started to takeover the bikers' empire sites there. But, in a Vice Point Empire Site, the vehicle (Biker Angel) doesn't appear, and I can't start a empire war there. Why this happens? What can I do? Thanks!

You will be able to take over this bussiness site only in mission Hostile Takeover. Before this mission it won't be possible.

You can only start taking that particular Empire site after the completion of the mission "Hostile Takeover". However, in general, you can only take over Empire Sites after the completion of the mission "To Victor, The Spoils".
