There is a hole around the pipes, but I'm not allowed to handle since there are exposed electrical wires and I need an electrician to fix that. (Thanks a lot, you stupid sounnvabitches that live above me)

Anyways, I'm going to try and find that little dimwit tonight and get rid of his/her ass.

Is there a reason you aren't getting your landlord involved? Or do you not rent? If you've got a landlord or some kind of house inspector then they should really deal with the problem if you inform them.

As for mice, get a cat/dog? They'll end up eating it and leaving you the nice juicy insides. Or get some humane traps - well not the old school mouse traps you'd see in cartoons. Some plastic ones since the lid isn't so painful if you get caught yourself. We had to put some of those down a year ago when our cat brought in a field mice and didn't bother to kill it after playing. Don't put cheese on though! put on some jelly(jam for UK peeps) they seemed to like it.

No but in all seriousness I would go for a cat. Granted waking-up in the morning to see a half chewed rodent on the end of your bed or sitting watching TV and catching your cat running around the house with a tail sticking out of it mouth is not a pretty sight, but at least the cat will get the job done.
