Can i mod car speeds, car colors, etc

Player Hater Group: Members Joined: Feb 19, 2012	I'm using an xbox 360. I have a transfer cable and was wondering can I edit car speeds, car colors, etc with a usb transfer cable and modio or some other program? I know of modio's and horizon's regular mods for ammo. Is there any program or way to do this with the transfer cable?
