You should post your problem here.

Anyway, your video card is very low-end, besides upgrading it you can't do anything about it.
If you don't want to play at low settings, buy something like an nVidia GTX 560 Ti or AMD Radeon HD 6870 or higher.

Should be okay, though I'd advise you to pay a little bit more and get HD6850.

Exxon I must agree with you because the difference in real life isnt that big.
Anyway Im gonna bui the 6790 because its cheaper (I live in Estonia so it about 124€) the 6850 is in here 150€ and if I wonna buy 6870 than i must pay 200€+ to get it, insane isnt it:D
PS:I gonna buy the club 3d coolstream edition and in that page is told that it is an exellent card for playing games like dirt 3 and BF3 etc so thet means no prob playng GTA IV

How well IV is going to perform is very dependent on the CPU, so I'd say somewhere between Medium and High wink.gif

By the way, I bought this HD 6950 for €220, which site do you use?
I myself wouldn't buy a Club 3D card, but rather one from Asus or Gigabyte, MSI etc.

Few pictures I found:

I somehow just don't really trust it, even though it's a good brand.
ASUS just has a better cooling system with it's DirectCu II wink.gif
