Y'know, That's really not a bad theory, and you have actually taken time to look through these pages and sum it all up, unlike most users here who ramble on and create pointless topics. Personally I say to you sir, good work and quite a nice theory. The probability of it being true though is a different question.
I agree to the part when you say the suited guy does look like he could be Italian-American and the fact that he also did sound quite typically, I don't know if Italian-American is the right word or like a New Yorker.
Anyway, since there is no Mafia (There's always the mafia somewhere but you get what I mean) then that would be a great way to include them in a city like Los Santos where Mafia activity is at low. It also makes sense if you look as his background, and the part of him fleeing.

Good find, Niko. There's also a couple of other things that may support your suggestion:
All of the IV-era protagonists were arrested for Grand Theft Auto and for all of them - except Huang Lee -it was their first offense. Look at what Bottino's first offense was.
In the cutscene for the mission "Entourage", Gravelli says "And I care about my legacy. I've worked hard for this, this line of work." In obvious reference to the Mob. Compare it to " I wanted to retire, from what I was doing, y'know? From that, that line of work," from the V trailer. Note the repeated "this, this" and "that, that" and the symmetry between having worked hard and retiring. IF the narrator is Bottino, he obviously hung around Gravelli a lot.
Maybe it means something, maybe not.

Maybe he pulled some sort of stint there and had some cash and needed to get the hell outta dodge fast... so, he bought a big house... put his feet up and thought he'd be a dad like all the other dad's... - but just when he think's he's out of sight, an old friend pay's him a visit, thus 'causing him to get back into the old life.. Well from what I assumed after reading his database file is that he only went to Vice City to perform a hit. And mabey he liked the type of weather down in Florida and looked for a similar location. | Also, if he's Gravelli's right hand man, he need to base himself in Liberty City (at least until the old man died).

Well my thoughts would be that the first place they would look for him would be in LC. | Exactly. Once Gravelli dies, the law are going to want to find him. He has to leave. Where should he go? Not to Vice City, he's got a warrant out for his arrest. So if he wants to retire and enjoy sunny weather, he'll go to Los Santos. The question is, does he go there straight away (suggesting V could be set immediately after IV) or does he lay low for a while, over the border?
