Since none of the Game cars handle as if they had ABS I would say none.
Also, since the Game cars/trucks aren't 'real' it is unlikely that in 1992 (game time) very many would have them.

What leads you to believe that the Oceanic has abs?
All of the cars break away when stopping at speed?

Yeah. I opened handling.cfg. In the description of the lines like these
; (A) vehicle identifier [14 characters max]
; (B) fMass [1.0 to 50000.0]
There is (U) letter that says:
; (U) bABS [0/1]
I guess 0/1 means Yes or No. So i in my opinion it means is the vehicle has ABS brakes or not.
