INN 9 O'CLOCK NEWS

Kaylor Calls Occupation 'Imperialist'
Foreign Minister Arthur Kaylor spoke against the purported preparation for full integration of Lilliputia into Amsterdon as a "barbaric and imperialist movement". Despite largely neutral to positive relations between Tulija and regional dark horse Amsterdon, Mr Kaylor felt it was urgent that he spoke out against the 'dodgy dealings' that have seen Amsterdon make moves toward annexing Lilliputia proper by a rouse democratic movement - the hugely unlikely AUP leading polls despite the paradoxical contrast with Lilliputian opinion. Mr Kaylor has said that "wholesale enslavement would be preferential to false democracy being used to oppress the people of Lilliputia" and has pledged to "oppose and condemn any actions that would see the forced unification of a sovereign nation".

Recent international feeling has been stirred, with Zootopolis opposition leader Cornelius Simpson also speaking against the situation (interestingly, embedding himself amid foreign affairs in a mirroring of the internationally active Pandazoot). Amsterdon are unlikely to be swayed by popular opinion, but concerted international efforts to block the annexation could prove harder to ignore.

Nettlebaum a Vegetable?
The supposed cloning of former loudmouth diplomat Charisma Nettlebaum (who perished under suspicious and enigmatic circumstances earlier in the year) have triggered reports of failure. The only confirmed contact with the 'clone' was a series of unintelligible babblings that have led several medical professionals to pronounce him in a 'vegetative state' - this is linked to the accelerated growth hormones used in some experimental cloning procedures.

Meridian City 'Clean-Up' Continues
Promised improvement (delivered by Albert Vermillion) of Meridian City and other high crime areas appears to be taking hold. Crime rates once again fell (tenuously at best) from 'Moderate' to 'Low' in official Police Tracker Reports last Tuesday. This rate of illegality has only been seen once before this decade, and fleetingly at that. But MCPD Spokesperson Trevor Fontaine has urged the media and people to "have faith in the new techniques, technologies and brave men and women who have brought about this marked improvement".

Cities such as Mauritopolis and the infamous 'Bankley Bloc' of New Buckingham have long since cleaned up their act, and criticism has been directed to several factors that have limited Meridian City in doing so (particularly urban planning in the central districts, police underfunding or education in the inner city). At last it seems the rut is being reversed.

Zootese Election Nears - Debate Exclusive!
Political pundits are earning their worth this week as the party machine gears up in Zootopolis. Incumbent Pandazoot will take on Conservative Simpson at the debate on Wednesday, with massive questions and international scrutiny zeroing in on both. With the potential to make or break the election, INN is proud to be broadcasting internationally in partnership with Aspect TV - an exclusive that pledges to bring the best coverage in the run up to this years first election. The University of Moltisanti will be packed with journalists and the Zootese citizens themselves, as the largest auditorium is rigged for a showdown of politic magnitude unseen since the Armstrong-Miller vs Tennyson debate of 2002.

The remaining Liliputians that were being held in a detention camp have finally departed for their homeland. The group, around 1,000 in number boarded a state chartered ferry at 5.30 AM local time, they are expected to arrive in Liliputia at 23:00 tonight. There are still believed to be a number living in Amsterdon illegaly, with estimates put at around 50-200. The total number transferred back to Lilliputia now stands at 21,177.

The decision to deport all Lilliputians from Amsterdon was taken after a cowardly attack perpetrated by Lilliputian nationals, which claimed the lives of 56 innocent citizens. Further evidence was then found which linked other Lilliputians to the attacks, who were living in Amsterdon. In the interest of national security it was decided to take drastic action and remove the Lilliputian threat. We feel it was a necessary step and one which was justified.

Also justified was our war against Lilliputia: a nation which harboured terrorists. They commenced an attack against the Otter Archipelago, and against Amsterdon in a time frame of only months. We felt it was only a matter of time before another attack was carried out, and we weren't prepared to wait for it to happen. To further ensure the safety of the citizens of Amsterdon, and the brave soldiers fighting the defensive war, we disbanded the Lilliputian military and its police forces. Martial law was then enforced by Amsterdonian military to help maintain order. The criminal regime and the government were executed for crimes against Amsterdon and its people.

The occupation is necessary as there exists no security aparatus inside Lilliputia, and no stable form of government. if we pulled out the nation would descend into chaos, which would only put the region at further risk, as well as the Lilliputian people. We don't think the language being used by countries is appropriate, or reflects the true situation. Amsterdon was the victim, and we acted defensively. If the Lilliputian people want to unify with Amsterdon, then that is their choice and it should be respected. We liberated them and they want to be incorporated into a large and powerful nation. We will not allow foreign interferrence in this matter.

QUOTE (Richard Adler's earlier report to the Council)
On another note, I would like to inform the Regional Council that the Dissonant State (formerly the Iron Curtain) of Socialism and Capitalism has been annexed through an under-the-table agreement between myself and the founder of Socialism and Capitalism (1st gtaROCKER now known as Dimitri.) by the Treacherous Dictatorship Loyal State of Fegelein Hermanny. You may wish to contact the original founder for confirmation or take my word for it in good faith.

Pardon my hasty report earlier, but the Dissonant State of Socialism and Capitalism has not truly been annexed by Fegelein Hermanny, but rather wishes to retain autonomy, however they wish to be recognized as a protectorate of Fegelein Hermanny. Red Tapington, Socialism and Capitalism's own Foreign Minister, has announced that their noble state is ruled by the collective intelligence of its people, referred to as "The Undecided" in the state, and its people show fervent pride in allowing a pure democracy to take place in SoCap, despite the danger of the tyranny of mob rule. Fegelein Hermanny, as the protector, will allow these democratic proceedings to occur, and will lend the the protection of the FH Wehrmacht, the Armed Forces of FH, to the aid of Socialism and Capitalism should the need arise.

Regarding the status of the Lilliputian territory, Chancellor Hermann Fegelein condemns the expansionist practices of Amsterdon, however recognizes Lilliputia as a rogue state, and therefore believes the Lilliputian Occupation by Amsterdon to be necessary as a stabilizing force in the territory. Annexation of the territory however, will be viewed by FH as aggressive expansionist action on Amsterdon's part, but no reactionary measures by FH will be disclosed.

Signed,
Richard Adler
Foreign Minister of Fegelein Hermanny

A number of events from the Federal Republic of Okurka:

QUOTE (www.FROkurkaNews.com.ok)

Council Member Vaclav Holub Elected First National President
After several months of public voting to abolish the National Council in favor of a parliamentary republic, working with a provisional government, sorting out how to run the new government, and then a dissolution of government and re-elections, former National Council member Vaclav Holub has been almost unanimously elected head of state. This radical change in the nation's identity was a cause for massive voter turnout, as well as a swell of interest in politics and nationalism.

In a formal ceremony performed in the capital of Nejlepši in front of a massive, flag-waving crowd, Vaclav Holub took an oath of office. Afterwards, he took the time for a small speech. "It is an blessing to stand here, an old man as I am, and know that my country is working so bravely towards its own future. Furthermore, it is an honor that I can be given a chance to help lead in that progress. As you all trust me, I hope you will all trust in Lenka Gjuricova too. I have a feeling her enthusiasm and youthfulness--compared to me at least--will part the clouds and bring the Sun to shine on the Federal Republic of Okurka as it never has before," he said, referencing Lenka Gjuricova, the nation's first prime minister and head of government.

Lenka Gjuricova, a 29 year old member of the Okurkite Social Democratic Party, took the stage after a lengthy and thunderous applause for the President. Some commentators say she appeared uncomfortable waiting for the applause to subside, and somewhat sheepish in her address. Nonetheless, she delivered a compelling speech about growing up in the past regime and how thankful she was to have the opportunity to be the voice of the people.

Despite this transition occurring at a time of regional turmoil, with the President still acting as the Minister of Regional Affairs, many citizens are hopeful and curious about the progress this new government will make.

QUOTE (The Nejlepši Charter)

Popular Reaction to Amsterdon-Lilliput Conflict Unsupportive
The recent news of the Federation of Amsterdon's invasion of the rogue nation of Lilliput has sparked debate among many citizens. Many call the conflict unfair and imperialistic, while others have taken it as an action that was waiting to happen thanks to Lilliputian provocation.

"All nations in the region have problems will Lilliputian gypsies," remarked engineering major Karel Kostka. "It's just part of their culture to roam and scavenge what they can, even if it means a bit of crime. I don't support thievery, but what Amsterdon is doing is genocide. We should not stand for it."

"Ah, phooey with that bleeding heart bullcrap!" responded parking enforcement officer Petr Vojan. "Lilliputians have had their chances to reform time and time again. Bottom line is, they take what they can from everyone and give nothing back. It's about time they were taught a lesson. In fact, I'd invite some Amsterdonian troops over here to scour our streets for these gypsies. They seem pretty good at hunting them down!"

The government has yet to make a formal statement.

Citizens Enjoy "Nicest and Smartest Citizens" Label
Two separate published documents have declared Okurkite citizens to be within the top 10% nicest and smartest people on the planet. Citing an extremely low crime rate, government support for higher education, and several other factors, the two studies did wonders to put smiles on the faces of citizens all over the country.

"Gee, that really makes me think about what I said in the last article," says parking enforcement officer Petr Vojan. "I guess I could have been a little nicer. I mean, Lilliputians are annoying, but I don't really think they should die. I'm sorry."

Afterwards, a number of other citizens patted Vojan on the back and got him some ice cream from a nearby vendor who offered it for free.

QUOTE (Excerpt from The Zootopolis Times)

Candidates Start Campaign Trail

Both President Pandazoot and Cornelius Simpson begin the final leg of their campaigns today. President Pandazoot is expected to arrive at Bisley power station at approximately 10:00 where he will give a speech to the hundreds of fans that are expected to turn up. Meanwhile Cornelius Simpson will be in Dunham at the University where he is hoping to drum up support in an area that is typically a Bretton's Liberal Party hotspot.

QUOTE (Excerpt from zootopolistimes.zt)

Zootopolis greets new faces

Secretary of Foreign Relations, Richard Long, released a statement early this morning greeting the state of Fegelein Hermanny. The foreign minister, Richard Adler, made a gesture of goodwill over the weekend where he hoped to bring goodwill to the region. Richard Long responded by saying,

"His name is Richard?! That's my name too! As a fellow Richard, I welcome Fegelain Hermanny to the region with open arms and hope that our countries have a fruitful relationship in the future."

This informal greeting was also extended to Vaclav Holub,

"I wish Mr Holub the best of luck in this new venture that Okurka is about to embark on and I wish to extend Zootopolis' helping hand to Okurka which is availible at any time."

QUOTE (Fegelein Hermanny's 9 o'clock Television News Reports)
Richard Long Gone?

This just in, clamor over the issue of Richard Long of Zootopolis reached its peak today when Foreign Minister Adler delivered a speech to the patriotic public, highlighting the the fact that Zootopolis' Secretary of Foreign Relations shares the same first name as our obviously superior Richard Adler.

"There can only be room enough for one Richard in this region!" Adler proclaimed to swarms of ardent supporters. Needless to say, a duel between the two must be in order to resolve the shameful theft of Richard Adler's birthright. Our truly humble Foreign Minister has proposed "pistols at dawn" the very next day. "I demand satisfaction!" Adler roared, met with bountiful cheers from the crowd.

We have yet to receive a response from Zootopolis at this time, but there will be more to follow as details arrive.

QUOTE (Excerpt from Zootopolis Times)

Simpson criticises President's Foreign Policy

It's the eve of the Presidential debate but it seems Cornelius Simpson can't wait to start it. While visiting the home of the Swanson Speedos Baseball team today to promote grassroots baseball for children, Simpson was asked to comment on President Pandazoot's plea to Commander Black of the RFG in Glesga just before the weekend.

"We are less than two weeks away from the Presidential Election and yet President Pandazoot still orders Richard Long to ask for Commander Black's co-operation in discussions. It's ridiculous. He should be concentrating on Zootopolis and nothing outside of the region."

Simpson was also asked to comment on what he would do with Zootopolis' spot on the regional council were he to win the election and would he take the spot of Chief Whip himself until the next Regional Cabinet election on May 1st.

"Well I certainly don't want it. I have no need to do it myself, I will hand it over to my chosen Secretary of Foreign Relations I believe. But before that, we have an election and a debate and I am certainly looking forward to both."

Okurka Newspapers Kaput!
NEJLEPŠI --

With the rise of the digital age has come the fall of old technology. Within the past few years, the Federal Republic of Okurka's environmentalist policies and its sharp digital mind demonstrated by its Information Technology market, have all but sunk the profits of newspapers. As a result, withering newspaper companies petitioned the government to do something about the problem just last month.

Now, parliamentary deliberation on a bill that would subsidize the newspaper industry has vetoed the bill by popular vote. Prime Minister Lenka Gjuricova, who voted against the bill, discussed the matter in a press conference.

"I remember growing up and my mother teaching me to read the paper. Sometimes reading little scraps and seeing pictures would be a little gift during the civil war," she said before a press audience with a wistful smile. "But the government needs to let industry flourish under its own sails. To be competitive in the regional arena, we must have a market that is strong enough to support itself--government help and control can only get it so far. Unfortunately, that also means that if an industry is not competitive enough, then it should not be rewarded for it through government help. But do not worry, the news industry is not dying, simply changing. I have full faith that more good than harm will come of this decision, which is why I supported it."

Citizens are divided on this decision, but a poll taken by FROkurkaNews.com.ok today shows that they are mostly in support of the change. The poll also shows that those against it tend to be of older age.

"I can't believe this," says retired electrician Josef Kupka. "These new digital devices replacing books and newspapers are the death of literature. Nothing will ever replace the smell, the look, the feel of a solid newspaper in your hand. I can't believe I would ever see the day that our own government would do such a thing."

"The only word I have for these traditionalists is this: elitism," responds college student Edvard Zrzavý. "Sticking with ink and paper for the sake of sticking with ink and paper is nonsense. Since the dawn of time, Man has progressed, discovering new technologies and leaving behind obsolete ones. The destruction of forests to make paper for books and newspapers has become senseless. We are moving into the future, just like the news industry already is. If they don't like it, perhaps they would prefer going back to using stone tools in the name of tradition. Besides, there are more methods of receiving news than just newspaper. How about using carrier pigeons, or old-fashioned news reels before movies?"

Cucumber Online itself is a news organization that was previously distributed through the medium of ink and paper. In 2003, it was decided that a gradual move to the medium of the internet was necessary for the company to survive and flourish.

Speculations on Military Increase Abound
NEJLEPŠI --

A number of members of parliament have made no secrets about considerations to boost the Federal Republic of Okurka's modest military.

"At this point in time in this particular region, we need to be able to watch our own backs, "says MP Mirek Švejnar. "Our country cannot afford to always rely on its allies for protection, even if we know we can depend on them. As is the axiom, we must speak softly, but carry a big stick."

"My friend Švejnar is correct," agrees enthusiastic MP Tomáš Jelinek. "I don't know about my counterparts, but I've been playing the Ace Combat franchise recently, and just imagine what pride and power we could gain from having the best air force in the region! Not only would it be amazing, it would be practical too. Air superiority is fundamental to any conflict. You control the air, you control everything else. If we want to be taken seriously as a nation, we have to have more to show for it."

The Center for Peace, a non-profit organization dedicated to mediation and peaceful resolutions to conflict within the country and in some countries suffering civil strife, begs to differ. Its official statement was as follows:

"A military is the sign of a guilty conscience, used as a tool to promote nationalism and power inequality. The Federal Republic of Okurka has no need for a military where our wisdom can always suffice. As the native country of the Minister of Regional Affairs, we must show that the pen is mightier than the sword."

Live from the University of Moltisanti, brought to you Internationally by Aspect TV, the Zootese Presidential Debate!

Keith Bronson: Good Evening. Welcome to Zootopolis’ first ever Televised Presidential Debate here at the University of Moltisanti, Zootopolis. This debate is being broadcast to homes across Zootopolis via ‘QTV’. As well as that, viewers from all over the region are viewing this through ‘Aspect Television’ and ‘INN’ TV. Let me start by introducing myself to those who don’t know me. I am Keith Bronson, a news broadcaster with over thirty years of experience and currently the presenter of ‘Politics Today’ on QTV. I am honoured to be the moderator for this historic moment in Zootopolis’ history.

*APPLAUSE*

Let us now bring out our two Presidential Choices...

*APPLAUSE*

Bronson: To the Choice on my left, will you please introduce yourself to the audience and the viewers.

Pandazoot: Hello, my name is Andy Marfell and I am currently President Pandazoot of Zootopolis. I am thrilled to be here today at this fine University.

*APPLAUSE*

Bronson: And to the Choice on my right. Please introduce yourself.

Simpson: Good evening, my name is Cornelius Simpson. Currently, I am leader of the Zootopolis Conservative Party. It is a pleasure to be in Moltisanti today.

*APPLAUSE*

Bronson: Let me now run through the rules. We have held a poll on QTV.zt for the last two weeks asking for the topics to base our questions around tonight. Let me make it clear to our audience that currently, our two Choices do not know what those five topics are. But I will now reveal them. They are, the income tax, our role in the GTA Forums Region, religion in Zootopolis, the euthanasia bill and our relationship with The Kingdom of Shaffey.

You will each be given an opportunity to comment on the topic at hand which will hopefully flourish into a discussion. I will control the discussion and try to keep it even so that each Choice has his chance to speak. Finally at the end of the debate, you will each have a chance to make a short final statement. Let’s keep this clean and civilised. Good luck to the pair of you.

My first question is on the income tax. A highly debatable issue, Mr President, what is your opinion on the high rate of the income tax?

Pandazoot: Well I know that the income tax is not the most popular part of our nation. A lot of people are unhappy about it and I understand them. But I want to stress what the tax is going towards. The income tax pays for the emergency services that look after the citizens, it pays towards our excellent welfare system and goes towards the startup of new businesses who bring money back into the nation when they trade with other nations.

Simpson: But 51% is an absurd number! Half of people’s wages each year are taken from them just like that. You speak of other nations that we are trading with, look at the numbers that they have to pay in income tax. They range from 20% down to absolutely nothing. Do the emergency services need that much? Should we be giving out that much welfare? Do small businesses need that money?

Pandazoot: Well if you look at the results, I think that they do. This money is doing so much good. Since 2010, crime has dropped dramatically. People are getting treated better at hospitals. Thousands of people out of work are getting the support they need...

Simpson: If they want support then they should be given support in finding a job, not in buying food to stuff their faces with.

*APPLAUSE*

Bronson: I’m going to stop it there. My next question, again, is aimed at President Pandazoot. Since becoming a member nation of the GTA Forums Region, we have increasingly become a bigger part of the work of the region, my question is do we need to be?

Pandazoot: Well of course! Being part of the GTA Forums Region is one of the greatest things to happen to this nation...

Simpson: A region that includes Shaffey?

Bronson: Please let him finish Mr Simpson.

Pandazoot: Yes, you’re right. Shaffey is part of the GTAForums region. When he declared war on us, it was the other nations of GTA Forums who came to our rescue. The Otter Archipelago, Moth-ra, Cheap Electronics among others. Had we not been part of the region....who knows what could have happened. As well as that, we have created great alliances with the various nations and have shared resources and knowledge. I can’t see how anybody can argue against the region.

*APPLAUSE*

Bronson: Mr Simpson, your response?

Simpson: Yes, you appear to have a passion for the region. It’s almost as if you love the region more than you love Zootopolis. My party has not missed the fact that you seem to be spending more and more time with the regional cabinet than you do in St Bretton’s Hall debating issues with us. I believe that is why you were so soft on Shaffey before and why you seem to throw yourself into any kind of conflict between other nations because you’re so intent on looking good to the other nations of the region.

Bronson: Mr President, you may respond to that.

Pandazoot: My work for the region is solely for the benefit of OUR nation. What I do there will resonate throughout our nation for years to come. As for ‘throwing myself into conflicts’. What is wrong with wanting peace? Is it a crime to care for citizens who have found themselves stuck in the middle of conflicts?

*APPLAUSE*

Bronson: Moving onto the next question. Mr Simpson, there have been recent debates regarding religious beliefs. What is your take on religion?

Simpson: Well as many people will know from my campaign. Religion doesn’t solve anything in this world. It only slows things down and creates a warped world for families to bring up their children in. Just the other day, I saw a man walking down the street in nothing but a thong. I challenged this individual to his dress code and he told me he was wearing it because it’s part of his religion.

Pandazoot: And because of one individual, you want to outlaw all religion? Religion has brought so much to people’s lives. Whether that be faith, understanding or peace. It helps people to overcome loss of their loved ones too. Sure there are the minority who give religion a bad name such as extremists but that doesn’t mean that religion should be outlawed because of the minority, just like the situation with you and your thong wearing individual. Religion is the basis for so much good.

Simpson: Religion is also the basis for a lot of our countries laws and our nation’s identity. A lot of our principles are based on St. Bretton’s teachings. Are you really going to let the Church become so closely associated with the State? Frankly, having our Nation’s foundations and backbone coming from something that has never been proven true and to some, including myself, is nothing but a fairy tale, is completely wrong and bad for this nation. I was shocked when you named the town hall after St Bretton and you call yourself ‘President Pandazoot’. A title coming from the Christian saint of phalluses. It’s disgusting...

*APPLAUSE*

Bronson: Mr Simpson, I need to stop you there. We will now be moving onto the next question. Mr President, the euthanasia bill you signed not long ago has led to a massive increase in the number of involuntary euthanasias. Your comments please?

Pandazoot: Unfortunately that has been a side effect to the euthanasia bill but I still stand by the bill! If somebody is suffering horribly from an incurable disease then they have the right to choose to die. It’s immoral to let them suffer. The only thing that this needs is stricter control and proper measures to ensure the wrong people are not dying.

Simpson: And who is going to pay for that? The taxpayer? You talk about how you care so much about citizens from other countries who are caught up in war when right here in your own country, innocent citizens are being put to death because of a piece of paper with your signature put on it. The fact is euthanasia is wrong and has been clearly demonstrated with your bill. It is the opinion of the Conservative party that euthanasia should be illegal. We have no right to choose who lives or dies, that power belongs to a higher power.

Pandazoot: A higher power? As in God? That guy who you just said is merely a fairytale. I’m done with my rebuttal Mr Bronson.

*APPLAUSE*

Bronson: In that case we shall move on to our final question. We mentioned the nation of Shaffey earlier but here we will give it more time. President Pandazoot, do you defend the actions you have taken in dealing with King Shaffey from the beginnings of Shaffeygate straight through to the K9K9 crisis?

Pandazoot: Yes. I have always been 100% behind the decisions I have made in regards to Zootopolis’ relations to Shaffey.

Bronson: Perhaps we should run through some of the decisions you have made in chronological order, President Pandazoot?

Pandazoot: Ok.

Bronson: We’ll start by going all the way back to the beginnings of ‘Shaffeygate’ where we found a member of Mr Simpson’s team assassinated by operatives working for King Shaffey. Your response was to condemn Shaffey’s actions and to cut off all ties with him...you did not seek military action though?

Pandazoot: That is correct. I did not want military action to come to this nation so soon after joining the GTA Forums region. What would that make the other nations think of Zootopolis? I dread to think

Simpson: What would they think?! Who cares what they thought. We had to defend our honour. Not only that, but it was some of those nations like the Otter Archipelago and the 500 who went to war with Shaffey afterwards. If they’re ok with going to war, why aren’t we?!

*APPLAUSE*

Pandazoot: It’s up to us to set an example for the other nations. There should be peace throughout the region. I wanted Zootopolis to lead that charge!

Bronson: Let us move on. After initially cutting ties with Shaffey, you performed a U-turn and started negotiations with them again.

Pandazoot: Well I think it’s unfair to describe it as a U-turn. We had a cooling off period and then my cabinet debated extensively the possibility of opening negotiations with Shaffey. We did it because as I said before, we want to bring peace to the region and to do this, we needed to restart negotiations with Shaffey.

Simpson: Actually, I think it is fair to call this a U-Turn. It took less than six months for you to change your mind about Shaffey. He assassinated a friend of mine, declared war on us and you decide to have a cup of tea with him?! You seem to care so much about Zootopolis’ image to the rest of the region and here you are pandering to King Shaffey. You made Zootopolis look weak!

Bronson: We then move forward in time to the K9K9 situation. Of course the city of Utsoort became a danger zone. President Pandazoot, once again you cut off ties with Shaffey over disagreements regarding the weapon, however you then donated 1.2 million Zoots to The Kingdom of Shaffey. Why?

Pandazoot: That money was not for the Kingdom...it was for the people. It’s not the civilian's fault that their leader is a maniacal, power hungry man.

Simpson: And you gave this “maniacal, power hungry man” OUR money trusting that he would give it to the people of Utsoort. Did he?

Pandazoot: I believe he did.

Simpson: Funny that, because it’s rumoured that the money was spent on a Bugatti Veyron.

Pandazoot: ...as you said, ‘rumoured’.

Simpson: Rumoured or not, that was Zootopolis’ money and you gave it away to a country we have no interest in. You keep wanting to intervene in other countries business like you’re some kind of Regional police force. You stuck your nose into the Glesga business too. You haven’t even got an army for this sort of business. You’re a typical liberal, you want a small army and you want to take it everywhere.

Pandazoot: And you’re a typical conservative, you want a big army and you don’t want to take it anywhere.

*APPLAUSE*

Bronson: Ok gentleman. I think I am going to call it there. I will now ask for each of you to make your final statements to the public. As the current President Pandazoot, Andy Marfell will go first.

Pandazoot: Thank you Mr Bronson. People of Zootopolis, you all know what I have done for this country. From leading our rise from the ashes after the ordeal of General Panova two years ago, to the joining of the GTA Forums region and to a nation of democracy that has led to this debate today. I have helped bring so much to Zootopolis. If elected once again, it will obviously be my fourth and final term in office. There’s so much more work that I want to do in that final term. I will go for broke and bring about policy changes. I want better schools, better hospitals. The income tax will come down, I promise you. I assure you that my opponent will not better this country. He wants to make Zootopolis an outcast to the region, he wants the needs of the few to outweigh the needs of the many. I urge you all to Root for Zoot this time next week and make our nation excel our limitations.

Bronson: Mr Simpson, your statement please?

Simpson: My fellow citizens of Zootopolis. The man to my right here lives in a make-believe world. He lives in a world where everybody gets along and plays nice with each other...unfortunately that ain’t the real world. Myself and the Zootopolis Conservative Party come from the real world. We realise that you need to be ruthless in the real world as with the situation with King Shaffey, as with the finance of Zootopolis. Less money needs to be going to these layabouts who cannot be bothered to get a job and more should be going to the big businesses and the armed forces, the ones who will help our country flourish and the ones who will protect our country. If you vote for me next week, you can help bring a new vision to Zootopolis where we shall become a dominant force in the region and be something that other nations aspire to be. I wish you all a good night and a pleasant week. Thankyou.

Bronson: Thank you President Pandazoot and thank you Mr Simpson. That concludes tonight’s Presidential debate. To our viewers in Zootopolis and around the world, from myself, Keith Bronson, our two Presidential choices, QTV, INN and Aspect. Goodnight.

QUOTE (The Zootopolis Times)

Reaction to Presidential Debate

After the events of last night's debate, reactions are coming in regarding the candidates performance. A poll conducted on zootopolistimes.zt showed who the public felt came out better:

President Pandazoot: 51%
Cornelius Simpson: 41%
Even: 8%

Further polls showed that President Pandazoot's response to the huge income tax was not sufficient but they admired his stance on regional relations. Most support for President Pandazoot came from higher income families whereas lower income families tended to show more support for Cornelius Simpson though this is to be expected.

QTV also issued a statement regarding the Debate. They called it the highest rated program to be shown on their network and expressed desire to broadcast future debates. Viewing figures from Aspect telelvision in Tulija have not yet been released.

QUOTE (Zootopolis Star)

YOU ARE ADLER-ING A LAUGH

Foreign Minister for Adler, Richard Adler has insulted the nation of Zootopolis. Two days ago, he challenged Zootopolis Secretary of Foreign Relations, Richard Long, to a duel. Mr Adler said,

"I demand satisfaction!"

Secretary Richard Long has been unable to respond to the challenge, citing a family emergency. But today he came out and let forth his anger,

"I am absolutely horrified by this challenge! Pistols at dawn? Sounds like something from a comic book. Whether Mr Adler is being serious or not, this is highly inappropriate and I intend to complain to his superiors. All this over a sharing the same first name? Perhaps he would like to take up arms with the 78,000 other Richards in Zootopolis?"

This challenge has put tensions high between Zootopolis and Adler. Zootopolis of course extended a friendly hand to Adler just a few days ago. It remains to be seen if Zootopolis will not retract that friendly hand.

Debate Analysis - Courtesy of Modern Media Central TV (MMC)

Last nights debate hit the airwaves with gusto as millions tuned in internationally to view the pivotal final debate at Moltisanti University. But just how decisive was it? We'll be analysing and breaking down the subtle victories and defeats for both candidates, as well as real time viewer feedback from the live broadcast.

INCOME TAX:
President Pandazoot's (Andy Marfell) response to this was one of his weakest moments. While his defence of the 48% income tax rate involved logistical accuracies, the levels were still perceived as absurd and comparisons were drawn by Simpson to other nations (examples we've referenced - Goldistan and Tulija) with much lower tax and good efficiency in public service. Taking the lead, Simpson taking fire at the bloated welfare system and excessive subsidization. Pandazoot was left high and dry after his meagre answers and refusal to dicuss possible cuts; he seemed pleased to move onto the next subject. An embarrassing conclusion for the administration. Simpson took an early lead of 55% approval in the polls.

Pandazoot 0-1 Simpson

THE REGION:
Again directed to Pandazoot, the question on the countries involvement in international affairs resulted in aggressive interruption from Simpson which made him appear desperate, denting the gains he'd gathered from the tax fiasco. Shaffey entered the discussion and immediately the situation appeared diffused as Pandazoot listed the numerous modern advantages gained by progressive thinking and joining the region. Simpson's accusations of over-zealous interest in matters that are irrelevant to the people resulted in more points earned, but Pandazoot's refined response brought the issue back to the fold. Although largely even, we'll give Pandazoot the point for that section; his reserved rebuttals considerably more composed than the frothing Simpson. The swing of support resulted in around 60% approval ratings for the incumbent Pandazoot.

Pandazoot 1-1 Simpson

RELIGION:
Simpson started strongly, appealing particularly to the international community (Tulijan support rising at this point but dropping off markedly by the end - see further on) with his talk of pushing secularism forward and turning away from perceived backward religion. Pandazoot made a strong response by describing the importance of religion in Zootopolis' culture, with Simpson further slipping by making extremist suggestions of outlawing religion completely. Pandazoot drew level at this point, before Simpson launched a second tirade on religion and its hypocritical and false nature. All was going well for the Conservative at this point; uncharacteristically appealing to the youth and atheist voters. His Conservative base seemed uncertain as to whether follow or break off - his approval ratings hovering around 50% - 60%.

Pandazoot 1-2 Simpson

EUTHANASIA BILL:
The hugely controversial Euthanasia Bill appeared to be perfect for Simpson to pick up the decisive victory; Pandazoot's flimsy response to the initial question set up Simpson for his assault on the taxes and unnecessary deaths linked to the bill. Just as it appeared he was in place for a coup de grace on the ailing Pandazoot, Simpson obliterated his own image with a nonsensical bullet to the foot that no one could have seen coming. Backing up his last point, he claimed death should be decided by a higher power, hypocritically flying in the face of his earlier atheistic comments. Immediately approval ratings shot down internationally, while the effect was more muted in Zootopolis, it was still apparent; 65% falling to 37%. Simpson's flip flopping was unexplained and almost suicidal, with Pandazoot being gifted a game changer.

Pandazoot 2-2 Simpson

SHAFFEY:
Pandazoot's early responses divided support; his insistence on peaceful diplomacy despite Shaffey's aggression splitting those for and against harder action. Weakness in the face of foreign offence quickly looked to be his undoing once more, but he handled a possible fire storm by calmly humanizing his efforts and illustrating Shaffey as a common nation and not an arch nemesis. Simpson gained ground again by comparing Zootopolis to other nations. The donations to Shaffey were rumoured to be wasted and subsequently were attacked by Simpson, but Pandazoot's snarky final line cut deep and resulted in popular applause (his condemnations of Conservatives a classic political zing).

The parting statements seemed to be grounded in the status quo, with Simpsons heavily Conservative manifesto grating but Pandazoot promising to reduce taxes easily winning him the night in what was a classic populist conclusion. Final tallies read around 55%-45%.

Pandazoot 3-2 Simpson

Chancellor Hermann Fegelein has taken valuable time out of his daily spa treatment to address the issue concerning Foreign Minister Adler's challenge against Richard Long of Zootopolis. In a nationwide televised broadcast, aimed at Zootopolian officials, Fegelein delivered this statement:

QUOTE (Fegelein)
"Complain to his superiors," you say? I will have it known that any act of our truly humble Foreign Minister is an act representative of all my people. Did you not hear the rousing clamor of the crowd as the Honorable Mr. Adler presented his challenge? My people thirst for blood this day!

Dueling is one of many enduring traditions of Fegelein Hermanny since antiquity. In a show of honor and valor, I myself have won countless duels in the past, and my Ministers each carry swords as a symbol of not only their sense of style, but of unwavering courage in the face of Death. Who can rightfully call himself a political office-holder when he and his people wince at the practice of taking a man's life?

With a smirk of disgust and contempt as well as a spitting motion on the ground beneath him, Fegelein departs in a vigorous fashion, vanishing past a misty corridor to resume his daily spa treatment. Meanwhile, the Herman people have spread word of Zootopolis' lack of gallantry as well as deeming their rulers unfit for holding office. Richard Adler has been seen himself partaking in a propaganda campaign denouncing Zootopolis' lack of valor.

QUOTE (Press Statement by Secretary Richard Long)

Members of the press. A lot of fuss has been made about Mr Richard Adler's challenge to me and how I have declined the challenge. Members of the Fegelain administration have insulted me and questioned my courage. I am here today to state once again that I will not shift from my stance. Pistols at dawn is barbaric and I will not participate in it. Nothing can change that. Thank you.

QUOTE (The Magister)

President Pandazoot Unveils Regional Constitution

In an unexpected move today, President Pandazoot abandoned his campaign stop in Ziegler and instead went to Grant City. The city is regarded as the birth place of The Republic of Zootopolis after President Pandazoot led his followers their to escape General Panova five years ago. It was here at the National Museum of History that President Pandazoot chose to unveil the Regional Constitution. President Pandazoot said,

"Just like I birthed Zootopolis five years ago in this very city, today I birth the dawn of a new era for the GTAForums Region."

Unusually there was no other members of the Regional Council present which suggests that this unveiling may not have been put up for debate to any of the other Council members. If that is so then this could be seen as a way for President Pandazoot to gain more votes before the election on Wednesday.

Other Council members were not available for comment. It is understood President Pandazoot will no be visiting Ziegler on Monday which was the day he was supposed to visit Grant City.

QUOTE

The Constitution of the GTA Forums Region

Section 1: The Five Day Vote

1.1) Voting on all matters within the region uses the ‘Five Day Vote’ system.

1.2) The ‘Five Day Vote’ system rules that any nation of the region may vote ‘yay’ or ‘nay’ in a vote.

1.3) After five days, the votes are counted and the verdict is decided.

1.4) If a nation does not vote within five days, they forfeit their right to vote.

1.5) In the case of a tie. The current WA Delegate will choose which side is the victor.

Section 2: Legislation

2.1) In order for a law to be passed, it must first be submitted to the current WA Delegate.

2.2) The WA Delegate will then propose the law to the region. It is at this point that member nations may choose to alter or add amendments to the law.

2.3) Finally the completed law is placed up for voting. The ‘Five Day Vote’ is put into effect.

2.4) If a law is passed, it is put into effect immediately.

Section 3: The Regional Cabinet

3.1) The positions of the regional cabinet are as follows:-

Honorary Life President - The 500
Founder. Life appointment while the region exists.

Secretary General - The official title for the regional WA delegate.

Director of Security - A nation with a powerful military who can both protect us from foreign invasion and quell regional military conflicts.

Director of Recruitment - Actively seek new nations to join the region.

Director of Regional Affairs - Settles disputes that are political or in-character in nature. Is expected to arbitrate conflicts.

Director of Regional Trade and Exchange - A nation with a strong economy that will be the backbone of our respective nation's economies, should we wish to participate.

Chief Whip - The nation in charge of ensuring that nations within the region attend and vote on key regional and world assembly issues.

3.2) The guidelines for the electing the Regional Council

3.21) Eligibility:

- An eligible candidate must be a member of the World Assembly

- An eligible candidate must have 2 World Assembly endorsements and three nominations (three total, one of those can be your own nation)

- Candidates who wish to run for a position, must make their intentions clear any time before the first day of voting.

3.22) Voting:

- Voting will occur every two months on the first day of every second month

- The voting will adhere to the ‘Five Day Vote’ rule

- In the event of a tie, the nominee with the most number of nominations will take the spot. A further tie will be determined by the nation's number of WA endorsements at the time the polls were opened. Finally, in the event of the deadlock, it will fall upon our WA delegate to choose a victor.

3.23) Length of term:

- Two month length of term after which the position must be resigned and reassigned. The seat may be retaken after the following election. This gives everyone a fair shake....unless:

3.24) Tenure, or extension of office:

- if no one is eligible or seeking to replace the seat by the time the election is called, the current seat will remain.

3.25) No confidence:

A No Confidence vote from 50% of the region is required to remove someone from their seat before the end of their term. This is a bold move and not to be undertaken lightly - expect to provide a serious argument.

Section 4: The Art of War

4.1) War can commence between an unlimited number of nations.

4.2) War is decided via PMs and played out in the Nationstates topic.

4.3) War does not necessarily need a victor.

4.4) War must adhere to the weapons that are available in real life. Unless that weapon breaks any existing legislation in place.

Section 5: Future Legislation

5.1) This constitution may be amended at any time in the future if there is a successful vote to do so.

5.2) It is the right of every nation in the region to debate and discuss the topics of the constitution.

5.3) Legislation may be added and subtracted from the Constitution if a successful vote is held.

The Omniscient Narrator | Aftermath of the Adler vs. Long Challenge

Following Richard Long's declination of Foreign Minister Adler's challenge, Adler announced to the Herman people that satisfaction has been gained by default, and that no duel shall proceed, having lacked acceptance on Long's part. Although this was met with slight disappointment, the people share the consensus that Adler was simply far too intimidating face on the wrong end of the barrel for anyone to accept a challenge made by Adler. In a recent poll of the approval rating of the Fegelein Administration, support for Chancellor Fegelein and his ministers have soared in an unprecedented swell of nationalism as approval ratings reached 90%. Meanwhile, the propaganda campaign against Zootopolian officials has lost momentum due to the passage of time since Adler's challenge and the Foreign Ministry's wish to maintain friendly relations with Zootopolis.

QUOTE (The Freeman; an RFG publication)
Commander Black Delivers Public Statement

The Revolutionary Forces of Glesga's new trailblazing leader, Commander Black, delivered a statement in Fort Pollok city centre yesterday evening. Unplanned and decided upon moments before its execution according to sources close to the Commander, the statement confirms RFG dominance in the city. Black once again concealed his identity, testament to his shrewdness.

user posted image

"This day marks the 40th anniversary of our organisation's foundation, a turning point in the history of all Glesga.

Our comrades remember with pride those who have given their lives, freedom and admirable dedication to the cause.

The leadership of the Revolutionary Forces of Glesga wish to extend solidarity to the families of all of our patriot dead from every generation and in particular those from this stage of the struggle. We firmly believe the cause will soon reach fruition.

This day we also commemorate the valiant Govan Siege of 2004. Fifteen brave men and women - freedom fighters and patriots - died in a daring holdout against unionist traitors that lasted for almost three weeks.

Following my last statement, RFG fighters have went from success to further success in our campaign to oust the traitors from our land once and for all. That I stand before you today this openly, in the heart of Fort Pollok, speaks miles of our prowess in this war. Victory will soon be ours.

I commend the discipline of our volunteers and salute their commitment, bravery and sacrifice.

The RFG will never bow to foreign desires, be they those north of border or from elsewhere. President Pandazoot ought to focus on his own future and not stand in the way of the South Glesgan people's will. That the traitors have agreed to talks with him is entirely laughable, and demonstrates that we have them on the back-foot.

On that note, I once again wish to extend an invitation to the serfs of the enemy; liberate yourselves and join us for a brighter future. Our triumph is now assured. Resistance will bring you nothing but misery.

AONAIBH RI CHEILE!"

The Commander's speech was followed by a five-round gun salute, as he disappeared among the ranks of his supporters and colleagues.

Excerpt from The Custodian
QUOTE
Possible Multilateral Action in South Glesga?
The situation in South Glesga has reached tipping point as the RFG took full control of Fort Pollock within recent days. International concern has bubbled over, and typically interventionist Zootopolis made moves to try and force peace talks. Although Unionist factions were hoping for respite during the ceasefire, the RFG refused to listen. Pushing several low level victories, South Glesga looks to sloping toward dominance under Commander Black. This has begun to trouble several foreign pressure groups, as sporadic reports indicate that despite the brutality on both sides, the RFG's objectives are generally unreconcilable to the region at large.

The Directorate has made no comment, and Mr Kaylor has been particularly quiet on the issue. The Popular Commission has explained that Tulija's non-interventionist policy may have to be put aside in order to coordinate a larger international response to a humanitarian issue that has been ignored by world media (mostly due to the volatile nature of destroyed internal infrastructure and sealed borders, as well as the infamous lose of internet coverage earlier in the year). Members of the Unite Glesga movement in Concordánce have been lobbying the Foreign Ministry over the last three months, but time after time their appeals for action were blocked. It appears the Directorate is unable or unwilling to embroil themselves in such a divisive conflict, with as many crimes on either side as the other.

Regional officials have asked for the Cabinet to discuss possible military intervention, but deciding on which side to support could be as difficult as physically entering into multilateral action.

TULIJAN RAIL GROUP ~ UNVEIL MAGLEV MODEL 'ZORAN X9'
World famous and ever pioneering, Tulijan Rail Group (TRG) are a conglomerate of 3 leading corporations who have overseen the modernisation and transformation of the formerly nationalised Tulijan rail network. They are responsible for the famous Obsidian lines (operated with the Models v5 and n2 trains), which frequently reach top speeds of 325 km/h (201 mph). As a symbol of Tulija's engineering and forward thinking, they've become internationally recognised for their advancements, characterising Tulija's wider privatised successes in transport.

The cutting edge has been a permanent fixture for TRG, and just last month they announced the fastest Maglev line ever - the Concordánce-New Buckingham-Mauritopolis line (officially called the 'Platinum Line') will be opening next week. Running atop it will be the 602 km/h top speed boasting (374 mph) Zoran (named for the Norse god of speed) X9, the worlds fastest Maglev train. Although its service speed will be limited to 400 mph, it holds the distinction of being the worlds fastest rail vehicle.

CEO of Tulijan Rail Group, John St Ledger said "These trains are further heralding a new era of innovation that is forever a part of our culture. QUOTE (The Zootopolis Express)

President Pandazoot vows to bring peace to Glesga after Election

It is understood that President Pandazoot is taking time off from campaigning over this weekend but that doesn't mean he is taking time from being our President.

For the last few weeks, President Pandazoot has been aiming bring peace to Glesga through peaceful diplomatic reasoning. However that has not gained the attention of "Commander Black" of the RFG. Black made a statement recently where he once again boasted of his "prowess". In response to this, President Pandazoot made a statement from his campaign headquarters in Maddox. President Pandazoot said:

"It is unfortunate that Commander Black is not answering to our requests for talks and it is unfortunate that I have not been able to put my full attention to this issue recently with the Election campaign swarming my workload. But I vow that upon winning the election on Wednesday, I will bring peace to Glesga. Whether that means military action will depend on Commander Black's co-operation."

QUOTE (The Amsterdonian)

"Glesgan conflict must be resolved"

The situation in Glesga has reached a tipping point, with the rebels now seemingly in control of the nation's capital Fort Pollok. South Glesga has been embroiled in a violent civil war for the last few months, with huge loss of life. The rebels, under the elusive "Commander Black" have made steady progress and look to be pushing forward and making progress. It seems only a matter of time now before they have full control of the country.

The Secretary of Defense, Timo De Vechten, gave this statement:

QUOTE
The Rebels are winning, and they will win if we do not take action. They call themselves freedom fighters, but the reality is they are terrorists who are threatening to overthrow the legitimate rulers of South Glesga. The rebels make claims of oppression and tyranny. We say that they are using it as an excuse to claim power for themselves. The RFG was a stabalising force regarldess of their "human rights" track record, which shouldn't be a matter in the first place. When they take control of the South, it is glaringly obvious that they will set their sights on the north. Then we will have a war that is even more ferocious than the one we are seeing now.

Other nations in the region have layed out their positions regarding the civil war also, with the consenus being that action of some kind is necessary. Nothing is known of "Commander Black" which is one of the main concerns over the whole situation. The region doesn't know what it is getting itself into, with the mysterious new leader likely to soon be at the helm of South Glesga.
