I remember I was unsure when I played this mission four years ago. I eventuelly decided to kill Derrick because I thought I would get money for the job and because Francis was the one who raised the subject.
Francis. He's a loose end otherwise. He threaten's Niko with exposure - that decided his fate for me. Derrick's just a man who's down in my eyes. he never betrayed Niko, Francis threatened to. Plus, with Derrick gone, Francis could f*ck niko over big time. So francis.
That said though, if you do take derrick you get francis's blackmailed ability of lowering wanted level. That complicates things but i could never stand Francis. He annoyed the f*ck out of me.
Also Francis asks Niko to kill Derrick. Derrick requests so out of fear that he's a target or something, so another reason for Francis.
That said i have killed both on different playthroughs, but Francis seems to be the definitive choice for me.
I hate both characters, francis for being such an ass and derrick cus I dont like him as a character, he's whiny and his missions suck.
But you gotta kill Francis, he threatens you every time you get in touch with him. Niko's life is at stake there so storywise Id say itd be stupid not to kill him if you take into account all the things he says to Niko.

Well Francis raised the question doesn't that make him the bad guy in this? That's pretty much why I killed Francis.. Plus in IV you dont need money, cus you got too much. That's what sucked bout IV
I killed Francis, he was a corrupt cop treating Niko like a bitch. Derrick was old and suffered alot and got caught up in drugs and depression, I had sympathy for him despite him complaining alot. Neither of them were of any particular use but if we're going for moral decisions then Francis seemed like the right choice to me, he didn't deserve to keep his position in the force - and he knew all about Niko's history and his crimes, and used it as blackmail, so he was a threat to a criminal like Niko and he needed to die.
Derrick is a drug addict and a snitch so I killed him. That one mission where you break Derrick's old friend out of jail and kill him because he was badmouthing Derrick for ratting him out made me dislike him. If he could rat his own brother and friend out he'd rat Niko out too. Francis isn't much better but atleast you have something over him if he ever tries to turn on you.
