1. (Optional) First, change the model (found at the Model Spawning menu) to either M Y COP (for a non-overweight policeman) or M M FATCOP for an overweight policeman. For an Alderney police officer, use M Y COP TRAFFIC (for being in a vehicle) or M Y STROOPER (for streets)
↖ Use M M FIB for being a member of the FIB or M Y SWAT for being a NOOSE member.
↖ Clothes can be changed in the Clothes Menu, found at the bottom of the Model Spawning menu.
2. Get a weapon.
3. (Optional) Get a bodyguard of the department the playable character is a member of, and a weapon for him. Turn off Bodyguard Driveby Weapon for him not to have an SMG.

For example, using the relationship group Gang Biker1 would make Angels of Death members see the playable character as one of them, and they will assist the playable character if you are attacked by a civilian pedestrian. If the playable character is targeted by an Angel of Death member while using the Gang Biker1 relationship group, the playable character is not harmed.
