Gameplay: San andreas. tons of activities, tons of veichles, tons of shops, clothes, the ability to swim and climb. If Vice city was good, San andreas was GOD
City: San andreas is 3-5 times bigger than Vice city, not to count the hidden interiors. And even the single cities (LS, SF, LV) are better than that flat island in florida.
Protagonist: Tommy vercetti. yes, tommy is a rip off of scarface. And yes, tommy is a terminator (almost) without feelings. But who cares? he's great, funny and Ray liotta makes everything better. CJ is only a "Dumb. San andreas. Moron": powerless, used by everyone, he shows his strenght only few times. and his gangsta attitude hurts me (but that's my problem)
Sound: Vice city. better soundtrack, better sounds (the weapons...my god, the weapons in san andreas are so ugly, they sounds like toys).
Feelings, "vibe" of the game: I do not want to say " '80s > '90s ", but San andreas seems ugly, cold and "unpolished" sometimes, while vice city has a great feeling.
Storyline: vice city. while the section in los santos is very good, after that the game goes insane, and the parade of GTA III/VC characters seems only to exist to make the game longer. too many "guest stars" (from other games). Vice city is great, with a fast-paced story (in the first part), and the innovation of build your empire.

GTA SA in all ways: Voice acting, characters, story, size of map, content, fun factor, graphics, music.
GTA VC was weak. It was good, but not worth being a GTA game. GTA SA actually did a good thing to the series. VC was just another random GTA Game. In my way of thinking, GTA SA should of been the true GTA IV. Plus, the GTA SA story was original and cool. While the GTA VC story was really a rip off from scarface.

Not worth being a GTA game? Are you f*cking kidding? Have you ever seen Scarface? While VC drew inspiration from it aswell as Miami Vice and other 80s pop culture it wasn't a copy and paste job of Scarface's plot. I suppose it was alright for SA to parody Boyz N The Hood, Ocean's 11, Training Day etc then? It's fine if you don't like the game, but think next time before you come across as a brainless SA fanboy. VC was not just a "random" GTA. Many people adore it and for some it was the closest thing they got to experiencing the 80s. I'll put things into perspective. If it wasn't for the success of VC there would've been no SA, so yes VC done more than you give it credit for. This post has been edited by Miamivicecity on Wednesday, Jan 25 2012, 05:09

Take off the nostalgia goggles, SA isn't as good as you would like to think.

The majority of people are going to say San Andreas - everyone arse licks that game, and the amount of obsessed little fanboys it has is ridiculous.
But Vice City for me, whilst San Andreas on a whole is clearly the best PS2 game ever because of the content, story, and missions - Vice City is my favourite.
The soundtrack, the vibe, the storyline, Scarface, the whole atmosphere of the game is amazing. It made me fall in love with the 80's and it's the first GTA game I properly got into, so it'll always be my favourite - and Tommy was clearly the best protagonist in GTA History.
It really annoys me how GTA III and SA have/are getting their little 'remakes' and Vice City hasn't - and in GTA VI if Rockstar skip Vice City, I'm going to really feel cheated. Because they were able to recapture that 80's vibe in 2006 with Vice City Stories, so I would love to see it done again.
