This one actually quite difficult, because when you obtain a wanted level, the Cartel Only shoot at you when you are in a car or when no cops are around. And when they do shoot at you whilst you are driving, they stop after a few rounds and run away. I had to settle for a Cartel Cruiser about to run me over (which it did, thus killing me) while the LCPD shot at me.
