What the mods do you want to create?
Maps, scripts, models, textures or other?

And you need to remember that:

Okay dude,

If you want to download other peoples MOD's and put them in your game the best place is

GTA Garage

All modders will host there mod on this site, so browse and download at your pleasure

For mods that include cleo scripts you will need

CLEO

Navigate around the site and download the CLEO thats compatible with your GTA you want to MOD

If your wanting to create MOD's yourself then here's a list of programs that you will need:

For coding the best program is

Sanny builder - NOTE sanny builder comes with CLEO version 3, the newest is 4 and available to download using the link above

For mapping i'd recommend:

MED - its never let me down when mapping, although some people prefer to use:

KED - AFAIK (As far as i know) its only compatible with VC and III which means for SA its MED you need

Modelling? Hmm this requires patience because you will be using professional programs:
Some people use:

3DS MAX

but most use:

Google sketchup

Both of these when used properly can produce outstanding models, but it takes time to learn

You will also need other freeware such as:

Col editor

To complete your modelling and put it in game.

No worries man don't forget, the modelling programs i recommended are professional and only Google Sketchup as a free version, 3DS max has to be obtained other ways i think

I don't know what are you talking about.
Did you bought SA or you copied SA from your friend?
And what is the version of SA of your friend?
Look at the left or right corner when paused the game or before starting up a savegame.

Are you aware of the rules here about copied games?
