I'm not sure I understand. Do you want to ADD an interior to your map? If so, you need to create the interior model using a program like 3ds max. Next, you will want to use a program like Steve-m's col editor to create the collision file for your model. After that, you will want to import these files to your GTA_INT.IMG. Then you will want to add it to the game using a custom IDE file. Place the model and set its properties using MEd. Then use MEd to place items in it with a custom IPL file. Then in your custom IPL file you will want to add the ENEX points for entering and exiting the interior. Remember, interiors are not usually actually IN the building, but rather, high in the sky above the map. You 'teleport' to the interior in most cases. If your needing to know how to create objects or col files and get them in the game, just check out my youtube channel by clicking on my sig. I will be posting the data addition and MEd placement videos this month.

it needs to set an interior number in the IPL line
example (3. parameter is interiornumber):
CODE
17033, Hotelatrium_LAn, 18, 1719.75, -1655.765625, 30.1953125, 0, 0, 0, 1, -1

I don't understand good what are you trying to say, but here this:

With Map Editor, you move the interior to the map. Obviously, the interior not goin' to have collision, so in that case, you export the collision of the interior and you put the collision in the normal map.

Example: You want to put the CJ Interior House in the normal map, you need to export the collision from int_LA.col and after that, you put the collision in LAe2_4.col and you move interior to the normal map and edit it with 3ds max for delete some things...

Can't confirm.
I placed a savehouse interior outside at San Fierro just by ipl
But it makes sense to put colfiles of objects which appear togehter in an area, together in same colarchives
