You need image editing software such as Photoshop or the free alternative, GIMP.

Within these programs there are various tools, and many methods to get the same result. The best way is to use the Pen Tool (sometimes called Paths) and simply outline the object you want to cut out, then turn the path into a selection. That's quite complicated though. Here is a tutorial for all the different methods of cutting objects in photoshop - as you can see there's many ways to do it, some more difficult (but more precise) than others.

Paint.NET is great for the photoshop illiterate like myself!

I love it for the simple stuff.. A good few effects and such and can do most of the simple stuff easily!
