Mybe "before 6 months" they wasnt finish with game and they used clon ped.
You can see from couple parts (when you stop trailer) that it is unfinished

I couldn't really tell whether they are clones or not, since one of them has sunglasses and a cap covering his eyes and hair. But if they are clones, maybe it's because the game was not developed enough. And in case that clones were in the final game wearing different clothes to make them less noticeable, it's okay for me, since it works (unless there were too many of them).

Keep in mind that GTA IV didn't have gameplay videos, only trailers, and had 4 of them

GTA will never have gameplay videos. They don't have to sell the masses on GTA, they just have to release it.

I came to the conclusion that maybe the mountain scene wasn't Chiliad/San Fernando Range but rather the Mt. Hollywood nature trailer, meant for tourists and hikers alike to enjoy freely

Also, this is the location of the Griffith Observatory which can be seen in the screenshots here:






now with that being said, i think there's way more city behind that mountain/Mt. Vinewood and even more behind the "Chiliad Mountain".
