When TLAD came out Rockstar teased a soundtrack album called The Music of Grand Theft Auto IV: The Lost and Damned, a followup to The Music of Grand Theft Auto IV which was released both for download and physical CD. The TLAD album was never released and no track listing was announced. It's no longer mentioned on the official sites, but this was the artwork.

Drive By Audio's "Jailbait" was released as a "single" from this non-album but I wonder what the rest of the track listing would have been (R*'s favorite one hour from the game's soundtrack) and why the album didn't happen. The game's american.gxt file revealed a lot of deleted songs and maybe there were licensing problems that prevented the album from coming together.

I'd guess all these songs would have been included because they were in TLAD trailers:
  • Sepultura "Dead Embryonic Cells"
  • Termanology "Here in Liberty City"
  • The Yelling "Blood On the Steps"
  • Brazillian Girls "Nouveau Americain"
  • Mötley Crüe "Wild Side"

I wonder too. Seems this is as close as we are going to get, prolly a lot cheaper to do exclusive songs.

I kinda doubt it. Legally, they wouldn't be able to put an artist's songs into their game unless they get permission from the artist/record label. Once they get the rights to it, i think its up to the game testers as to which song gets put in the game. After all, I was looking on the GTA Wiki about that, and i doubt "loosing my religion" would appear on a radio station centered around classic rock.

Who knows? They could be saving the songs for gta 5

Legally, they wouldn't need permission to develop the soundtrack using any song they wanted in internal builds. They could build a temporary soundtrack from their wish list and then see what they could actually license. They wouldn't spend time and money licensing songs they didn't definitely want. The deleted songs listed in american.gxt are probably a combination of songs they wanted and couldn't get and songs they chose not to include after deciding they didn't flow with other songs.

It's interesting that the Episodes have a lot more deleted songs listed in their files than GTA IV. They may have taken time to clean out the american.gxt of the main game and not the episodes, and budgets may have been tighter on the episodes -- money and file size (Xbox Live DLC had to be under 2GB).
