Mods used?
A cleo mod could cause this, or a modded main.scm.
Also you will not get a call if you are doing a side mission, inside a interior, have a wanted level, gang war etc.
Just stand infront of the Doherty Garage and wait a few minutes, you should get a phone call.

Also as well check your radar.
If a "?" appears, somehow you skipped the call, if not goto the Gant Bridge and if the road blocks are gone, you have a weird bug in your game.

I got game from pirate bay. I got the carbon modded version with 80 car garage, pimp my car, neon overdose, dragonball skins, other skins, master spark or 30 cleo scripts total. I play the saved game on a cleaner install with 3 scripts

That's your problem, Stolen games don't always come with all the necessary files to run properly.
Warez (torrents), Pirated games cannot be fixed, here. Purchase the Real Game and you most likely won't have problems.
