First: we don't know if protagonist from GTA 2 is the same character as shown in GTA 2 movie. Character from the cinematic was called Claude Speed, but we can give any name to game protagonist.
Second: I am not saying it's totally different Claude, because there may be similar situation as with Batman for example. How many kinds Batman do you have? Plenty, but they're still called Batman. And stories that Batman was used in isn't connected with each other.
There are some proof both to 1999 and 2013 versions, and both don't have enough proof to make a definitive answer. My opininon: 2013, two Claudes, one's mute. Just an opininon, alright?
I don't think Claude has a tongue and I think GTA2 takes place in 1999 because the radio like some people have said. Although, if it were 2013 the radios could just be playing old music. It think it is GTA 2: London which is set in 1950, 2050 if I remember correctly. I forget which year it was although, from what I remember it is one of the two.

I have been playing GTA III since 28th October, 2001 and I can say that I've never heard Claude even mutter a word. This was probably just a ped commenting on your carjacking, but it's not impossible that Claude said it. Try carjacking people some more, and see if you can film Claude saying it. You might need some software for recording it, such as HyperCam.
Yes, it was said that Claude was 'A Snake without a tongue', but that was just them commenting on his quietness. There is no actual proof that Claude had no tounge.
EDIT: Please keep it on topic. It's not a discussion about the location/year GTA2 was set in. Open up a new topic if you want to talk about that.

Anyway, Claude is just silent person because Rockstar hasn't time to do this - topic can be closed. There were plans but R* wanted to keep this for later versions along with the buskers
There is no proof that the game takes place in 2013 because R* (like everyone else) can't predict the future. Hence why the radio stations, etc are always from past years. All we know if that the game takes places at a certain point in time.

They just randomly said that, out of randomness. They can't predict the Future, but they tried to, one more thing, Did you even watch "Back To The Future II"? They said in 2015 there will be Hover boards, Hover Cars, Flying Cars, Flying Cars traffic... No one can predict the Future, unless you got a real time machine. I think that he doesn't speak to have a level of anonymity - He doesn't speak, he has no name (well Claude is his name apparently, but yeah he isn't called that in game), you know nothing of his history before the failed robbery, or what happens after the ending (does he shoot maria/what does he do with the money), etc.
I agree was prolly a ped. If there were any voice tracks in the game they would have been found, used or not. There is some proof that that R* may of had it in mind for Claude to speak, at :20 in this beta footage for E3 2001, you can hear Claude say, "Get out of the car!" It's obviously an overdub they prolly put together at the last minute to show the footage, most of the FX are wrong.
