That is exactly what I wanted to know...I only resorted to shooting Sal because I couldn't get the mission to fail just standing around. I'll concentrate on eliminating the gunmen instead on my next attempt.

How long should I wait for the mission to fail after killing the 2 gunmen?

Sounds a lot tougher and more difficult to execute than the False Idols method, especially if it's luck-based whether the chopper flies towards the open seas or not...
