Hello, can eny one tell me, how to do in 3d max night object, like lighting bulding windows, neon lights on clubs and etc?

You will need 3DS Max. Free trial version will do until the time runs out. It MAY work with Gmax as well.

You will also want Dexx's 2dfx tool from Gta Garage.

im asking how to make the texture glow at night , in 3d max ?

Ah. Well im not sure about the ones that seem 'animated' but I believe that the glowing is an effect of 2dfx and or night vert painting. Check HERE and HERE. Maybe one of these will help.
