Even if I am not committing a crime, and have no wanted level, I still hear the police scanner. Is this a glitch, or is it supposed to do that?

PS: I am playing the PC version.

The radio is numbered wrong on the free version, so you hear the police radio on foot instead of in a police car.

GTA1 Fixer renames the radio files: http://gtamp.com/gta1/

You can just make them all 1 number lower but I think one of them won't play then.
