I know im new here but what im about to say is mostly the truth, as far as im aware
When gta4 was first released, you had one week to complete the game to 100% on the social club. Gta was released on tuesday 29th, and you had till monday 5th may to complete it.
Now when the original deadline finished, there was only around 50 to 100 people finished it, as I remember (i was checking stats on social club). Rockstar prob had a good few thousand of these keys to give out, or couldnt turn around to the manufacturer and say we only want a fraction of that order now, so the deadline was extended by two weeks to may 19th (another monday).
I know because I have one that I earnt, not from ebay. Im actually member HPC-2209 or something like that, but I know there was around 3500 people who had actually completed the game to 100% by the end of the competition. So the first 100 idea is BS.
Now to get your key, you had to sign a contract and return it by a certain date, I think emails went out around june/july, and it had to be done within a week or so. I still have my scanned copies of the contract on file somewhere, Ill see if I can find them.
Eventually, and after no emails or contact whatsoever, you just got a parcel in the middle of november (i got mine then anyway) that had a slip that read "with compliments from rockstar" (the same as from the press packages) and a small white cardboard box, which contains a bluish/black jewellery box, and the fabled (is it pewter, I never realised) key.
Information about how many people filled out the contract and received the key is nowhere to be found as far as im aware, and there is nothing to say the 3500 who did 100% in time were all eligible to receive the key (may have been out of areas but still had their stats on social club)
Id say theres possibly 1500-2000 keys out there, most will be kept in collections by the people who earned them, but ive seen about 10-15 on ebay, the first of which i saw went for $300ish (american ebay) but if you can find them now they are usually about £50-£70 (whatever that is now in dollars)
