Luiz Lopez. Although he was a loyal kind of guy, he shot Uncle Vince and therefore swapped owning the club to signing a virtual death sentence at the hands of the Russians. At the end it worked out for him but he made a few other stupid decisions, as well as constantly falling victim to problems arising from not keeping his dick in his pants (Dani Lupisella as an example).

I don't know much about Luis Lopez, because I haven't played TBoGT. I also agree with guys above, Toni was a bit too loyal.
But, I think CJ is 'stupidest' here.
He is youngest protagonist in GTA serials, right? Well, if not, he is very young and hotheaded and he doesn't think too much about his acts. He thinks like a kid and does what he wants, not knowing what trouble he is causing by those acts.

I have to agree with all of the above. CJ and Luis were both bad at making decisions and tended to let emotions take control of them, while Toni was a bit of a suckup. Ultimately, I said Luis. He's not stupid, he just lacks common sense sometimes, hangs out with idiots and sh*t.

Also, I find it weird he whines about killing those corrupt cops for Bulgarin and whines about killing gangsters and weapons smugglers and sh*t, but killing innocent cops so he can steal a train? No problem.

The ultimate idiot of the bunch has to be Huang Lee. He hangs out with other idiots and makes stupid choices. Although having more sense than his fellow Triads, he is unbelievably stupid. Even stealing cars is difficult to him, so you need to help him through the minigame.

Sure, Luis is not bright at all, and has more brawn than brain, but (he is bright enough not to trust the Ancelottis. He chooses Gay Tony, inspite his sexual orientation.) manages to do good decisions.

Judging by the amount of hate that CJ always gets from people, I believe he will lead the poll easily. For me, however, Claude will always be the dumbest GTA protagonist for numerous reasons. However, the 2 main reasons that have always made me doubt his intelligence are :
- Letting Catalina get away 2 times before finally offing her.
- Not doing anything about Maria screwing his relationship with Salvatore and, consequently, the Leones.

I understand that most of the wrong decisions he made were only for the sake of the story's progression. Whatever be the case, situations like the above 2 really made me stop caring about the game's story and doubt whether he even gave a damn about Catalina. Being a mute didn't help either since I'll never find out why he made such idiotic decisions.

That made me lol. Haung Lee didn't seem like a very smart character, but he was smart enough to make himself look like a genius around his bosses with his overuse of sarcasm, which I find rather funny. Considering more than half the time the character you were working for didn't get that he was being sarcastic.
Anyway, I think Toni may be the dumbest, that isn't saying much, but like everyone has said, he kissed Salvatore's ass a lot.

I don't know if CJ is the most stupid one, but I guess he's the least educated one, because he grew up in the ghetto. I saw people describe protagonists as stupid because they're greedy, or ass-lickers. A 160 IQ genius can be a greedy ass-licker so I doubt that measures one's intelligence.
