 GTA III Bad Performance

Hello.

I have a Windows Vista Home Premium 32-bit computer with 512MB RAM, an ATI Radeon Xpress 200 Graphics card with 128MB RAM, and an Intel celeron D 3.2Ghz processor. I have no mods installed on my GTA III and it is quite choppy when I'm in a car driving around liberty, on foot it's absolutely perfect, however the aiming is quite slow and feels sluggish. I have a feeling it's because the GTA III engine draws everything, including the stuff you can't see, so that's working my system too hard. But my PC exceeds the minimum system requirements for GTA III, so it should work well, I dont understand. I have draw distance to minimum, resolution at 640x800x32 frame limiter and frame sync off, as well as trails. ( Those three make it a lot worse). Please, tell me how I can stop this, I really want to enjoy GTA III like I can with vice city, where it is as smooth as butter and pushes out 40-60 frames per second.

Kinda low end PC for Windows Vista. Try running it in compatibility mode for XP see if it makes any difference. The game doesn't draw everything actually, that's what draw distance is for, but even if you set it to the max value it still won't do that. Vice City works better on my system too. In GTA III I get slow downs quite often.
The frame limiter option limits your FPS at 30 frames per second. I wouldn't turn that off on your system since it won't be stable.

Should I consider switching to Windows XP? And I've noticed it works better in Liberty unleashed (GTA III PC Multiplayer ) as it force enables frame sync and frame limiter so everyone keeps in sync. I've left it like that on singleplayer and it does work better. But as I said before would it work like vice city if I switch to XP or is GTA III PC just a bad port, like GTA IV PC is?

All I know is that people have problems running GTA III on Windows Vista and 7 quite often, so it would probably be a good choice to switch to XP.
