How do you take over the one biker's business on the east side, if there is no motorbike outside it and dosent give you the option of taking it over? Can someone help me out please.

On what mission are you on? Or are you 100% complete? Do you play on PSP or PS2?

Spoiler: You'll take it over in the mission "Hostile Takeover", it cannot be taken before that

P.S2. I've just unlocked the 2nd island and done two missions there,but i want to take over all the bikers businesses because they keep on coming after me on bikes and it's really irratating,but now I can't because of this none existant bike infront of their property!

The previous poster already said what to do. Just play the game and you'll take it in a mission. It's given by the Mendez brothers btw.
