No she's correct. Ray's 32 in 2008 and Johnny is actually 34. It says so in the police database in game.

f*ck that. Ray is definitely in his early 40s. He can't be just 32. Don't forget that the LCPD database does have a couple of errors in it, so whoever wrote it made another mistake.
