Ok ladies, go to microsoft.com and download ".net framework version 4". Just type it in to the search bar on the microsoft website. Download, install and booya, no more freeze at loading no matter if you play GTA4, TLAD or TBOGT.

Im sorry mate, but your solution didn't really work in my case. The problem still persists.
