Honestly, if you just charge the boat, you won't have too much luck and you will probably die pretty fast. Your best bet would be to use the sniper rifle, however, by the sounds of it, you need some practice.
I would suggest finding some high ground (i.e. the train tracks, but not in the path of the train) near an area with a reasonable density of people. Pull out a sniper rifle and start picking off people until you run out of ammo, get tired or get killed by the police. Once you're comfortable using the sniper with decent accuracy, go do the mission. At this point, it should be a lot easier.

Everybody's got a theory. What I do is before starting the mission, I park a few tanks so that they block 8-ball from getting to the boat, he runs into them a few times which gives you more time. You can use the tank cheat for that, not sure what platform you're running and if you hate cheats, but anyways, you should then say screw the sniper rifle, and use a rocket launcher to slash the deck. 10 shots should be enough, always moving from left to right if you're standing on top of that building. Then use the sniper rifle scope to scan for anybody left over and cover 8-ball. At this point he should be starting to enter the boat or still running against the tanks (you can use yankees if you don't want to cheat).
