You can't get one until you unlock the second island.
Not true, There are methods to get to the West Island early-Spuds has the easiest method-of driving a PCJ-600 right through the barrier on the bridge by the Ocean Beach Hospital. Then you can obtain the Police Maverick, Purchase the Hyman and obtain a Maverick that way, Also, you can get 80 Hidden Packages and get a Sea Sparrow spawn behind Diaz/Vercetti estate on Starfish Island, and after 100 packages, you can get the Hunter spawn at Fort Baxter(requires a little work to get it without dieing), but, as far as I know, those are the only aircraft that can be obtained early w/out waiting for storyline progression. I know a way.Using "cars float on water" cheat.(This is only for ps2) "Right, R2, Circle, R1, L2, Square, R1, R2".Then get a car and head towards the third island (Not Starfish Island). Once there look for the Fire Dept. , Next to it there should be a police Dept. , now go near where the police cars are parked.Go straight (Remember when you do this the Fire Dept. should be on your left, and the police dept. on your right).Go slowly. Hold "R2" while driving slowly. You should just be looking at the walls of the police dept.Look closely while driving you should see a alley way. go in and make a right. You should see some stairs.Go up the stairs and up a ramp and there should be a "Police Maverick". If it is not there don't worry you do not need to un lock it. just go in your car and wander around then come back and it should be there.
There's a few Sparrows at the Vice Point (first island) , but I don't remember where exactly. One was on the roof of Well Stocked Pizza Co. or maybe Pay 'n' Spray (I can't remember the exact place), and second one was in place between some houses that takes shape of rectangle with empty middle.

Yes, Prawn Island is open from the beginning, however, you have to use the Unique Jump that Demarest has found(and as lol posted in the above video)-to access the film studio and thus to access the truck needed and thus to access the west island early...
