THIS POST CONTAINS MAJOR SPOILERS. YOU'VE BEEN WARNED.
I'll admit I was quite surprised when I saw that the majority voted for Frank Tenpenny as their favorite antagonist. Sure, he is a very good antagonist and not to mention he's voice acted by Samuel L. motherf*cking Jackson (!), but he isn't the best. At least not for me.
I voted for Dimitri Rascalov, the man who betrays his best friend and has him killed in The Master and the Molotov, the man who re-introduces Ray Bulgarin to his old friend, Niko Bellic, in Russian Revolution, where he is supposed to give him payment for killing his best friend but instead tries to have him also killed, the man who burns down your cousin Roman's apartment building and taxi depot ( thus making the two of you leave Hove Beach and hide in Bohan ) in Roman's Sorrow and later has him kidnapped in Hostile Negotiation, respectively Roman's Holiday, where he has Johnny Klebitz kidnapping him.
He is also the same man who blackmails your old friend, Bernie Crane, formerly known as Florian Cravic, and don't forget he could already have killed you and your cousin during the scene in Mikhail Faustin's basement if he wanted to, but he changed his mind as soon as he realized he could use you for a bit, for example for killing his best friend. ( In A Revenger's Tragedy he has your cousin killed anyway, followed by Jimmy Pegorino, another antagonist. )
Another thing I like about this character is the fact that when you first meet him, it isn't obvious from the beginning that he'll be the main antagonist but rather the right hand man of a Russian mafia boss you'll have to work for. This, and his whole personality and voice acting. Besides, he's featured in my favorite Grand Theft Auto installment.
I was also surprised when I saw that nobody voted for Ray Bulgarin. I mean, not only is he one of the main reasons why Niko Bellic moved in Liberty City, thus making him one of his antagonists, but he's also featured in another Grand Theft Auto title as the main antagonist. Besides, he's more or less the reason behind the whole diamond fiasco most of the Grand Theft Auto IV era's story is about.

He was manipulative snake who basically dangled Niko like a puppet and used him until he didn't need him anymore. Up until that point I always thought Faustin was the bad guy. The way it was done was pure genius IMO.
