Rhino is the best in this case. It is everything proof exepc FIRE.
If you still can't get Rhino (I am talking about playing without cheats), you can use the Ray's Bulletproof Patriot.

What use will be a bulletproof Patriot when you will be having the FBI ramming into you every second?

You'll just waste a car that can be useful somewhere else. Here it is of no use.

Almost two years later, but yes Arson is right; the bullet-proof Patriot has its uses, but with a dozen FBI maniacs rushing you, it'll flip and blow up. On the other hand, when I do Drop In The Ocean, I like to have the bullet proof Barracks OL, because I know those black Karumas are going to be waiting and it's just a short ride to my Taunton hideout. And bear in mind that even the Rhino is vulnerable if it gets bogged down where unfriendlies can drag you out. My choice for an extended chase is the Borgnine, fast, takes a beating, and those spikes on the bumpers tells people you mean business.
