The CPU that you have running at 2.93GHz is the Core i3 530, this cpu supports HT.
HT- Hyper-Threading helps the CPU make a virtual copy of itself depending on the number of physical cores.

Core i3 530 is a dual core CPU meaning it has two physical cores.
Each core supports HT, thus in Windows there should be 4 threads.

This is somewhat like a quad, but not a "true" quad.

Without any info on our graphics and having 1GB tells us nothing. Then it could be your video card that is causing the lag.

Not really, probably at Low settings at best. IV won't run smoothly, so I assume V as well won't.

i have an i3 530 and i run (after few modding) at between 50 and 70 fps with these settings (1024x768 only when modding , normally 1440x900) . with vanilla i was at 20 - 30

Intel i3-2700 (3.1Ghz)
8GB DDR3 Ram
EVGA 2GB GeForce GTX 550Ti
Windows 7 Ultimate 64-Bit

This is my rig and vanilla GTA IV: EFLC 1.1.2.0 runs at 35-45 FPS on mostly high and very high settings at 1920x1080. With basic ENB and shadows on Low I get 28-30 FPS pretty steady. I can't use ENB effect like Depth of Field blur or FPS drops to 17-20 FPS.

You can get away with a 2-core Intel i3... but you really don't have enough PC ram at 2GB since I think Windows, at least my Windows 7...takes up over 1gb of ram itself. Plus your video card only has 1gb which if you increased it to 2gb you would also get much better results. It really sucks playing on anything less than 30 Frames Per Second. So you will not be able to use ENB graphic mod cause that drops 10-15 frames. But if you increase your RAMs to at least double, you should get that 30 FPS with Vanilla GTA on high settings. I also use high-res texture packs which probably drop FPS another 5 frames.
