I usually have Claude jump across the bridge, like in the video you posted, so
I'm halfway good at it

You can also:
- give a vehicle a -1 for percent submerged in handling.cfg and have Claude drive off
one end of either the broken bridge or non-operational lift bridge. The vehicle
splashes in the water for a couple moments then appears on the other side of the
bridge.
- have Claude back the Easy Autos Banshee over where the road goes west
and underground from northern Portland (I think it may work over either of the
two places where the subway goes west from Portland. The subway isn't shown
in the map at the next link.)

in the concrete is as shown at 2:05-2:20 in the video by SpeedClaude at the next
link. Have Claude bail as the Banshee is about to fall to have him land on the tunnel
roof.

below the blue stuff. He has to jump over an obstruction then can go over the
middle of the tunnel roof to Staunton, where some invisible solid stuff won't
let him continue to Shoreside Vale unless he uses the ledge at the side of the
roof. When you want Claude to appear in either town, have him jump from below
the town into the blue stuff and he'll appear on the land above.
