Welcome to My Topic, Grand Theft Auto : Sierra Vista State is based on the state of Florida and is made up of three cities that being : Vice City (Miami) the City you start off in, Fort Tindale (Fort Launderdale) the second city you unlock and finaly Tempo (Tampa) the final City your encounter. All these Cities will either be seperated by different River's and sea's aswell as marshland, this is what makes up the State of Sierra Vista.

•What i am trying to acheive in this Concept Thread...

In this topic i am trying to achieve a Game with a Diversity of Gangs, fun and realism all mixed together. This Goes from street level gangs all the way up to criminal organizations, we will talk about gangs later on in the Gameplay section. Another thing i hope to see in a GTA game, is more diverse crimes and the actual protagonist getting involved with the actual crime groups, instead of just being some lousy errand boy who kills half of the cities criminals, i'd rather you kill less people, and get more involved with the real underground crimes, thus making a deeper storyline and a better understand of criminal diversity. We will see this later on in the topic.



You play as Jamel Emmanuel a Hatian mullato (Half Black/Half White) ilegal immigrant. Due to the 2010 hatian earthquake which shook the whole of Haiti, Jamel's father Maurice died a tragic death trapped under and killed by rubble in the earthquake. Jamel's House is destroyed along with many of other houses around the region and country. Jamel however survived with minor injuries along with his mother Carmen. Since there is nothing left for them in Haiti, they hire a man to aquire them with fake passports and Visa's to enter the U.S. They manage to pass through security fine, and now live in a small apartment in Little Haiti home to many ethnic haitians.

It is there where Jamel get sucked into his life of crime to try and support himself and his mother, jamel is not new to crime however. As he starts off from street level dealing and petty crime with a new friend he has made called Joel Pierre in his neighbourhood who has recently moved to Vice city. With his friend Joel, he starts to work with the Hustlers Descendants and Jamaican Yardies slinging dope on Cuban territory, which leads to many gang fights and shootings.

For now Jamel's main occupation was expanding his notority within the street gangs earning him respect and money. However once dealing at the "Champions" nightclub, It appears Jamal has made the wrong move. The two that owned it were called Oleg Ivankov and Andrei Kirill, two Georgian men laundering corrupt FSB and government money all the way from Moscow. When the two find out they blackmail you in their basement making a deal, that if Jamel helped them, they would allow you to deal at the nightclub.

Jamel was getting new connections, he did variouse errands more the two Goergians, which involved stealing expensive cars and putting them on a ship heading towards Croatia. Other Errands included help selling former Soviet weapons and vehicles to different drug cartels. This paid good aswell. However Jamel gets a call from his mother, asking him to head over to the apartment right away.

When Jamel arrive two men are sitting on the living room couch. It appears Jamel's mother had borrowed money from two loan-sharks affiliated with the Messina crime family. Since Jamel has money he manages to pay off his mothers depts. However the two loan-sharks are impressed and offer Jamel more work through a phone call. Jamel accepts this offer, but before he started his work with the Mafia, Joel had some more important news.

This section is for Gangs that have some sort of identafiable structure, and organization. However whilst some of the top leaders and members maybey involved in organized crime, most of the gang won't be, thus giving the title Semi

Mongrel MC

Ethnicity : Mainly Hispanic
Based on : Mongols MC

Organized Crime Gangs

This Section is for gangs that have a clear structure of criminals, or most of the members and affiliates are involved directly or in-directly with organized crime. Most of these groups will have Polititions, Business men and other crooked officials working for them, Thus giving this section the name Organized crime

Albanian Mob

Ethnicity : Albanian, Macedonian, Montenegran
Based on : Criminal group from Albania
Size : Medium
Crimes : Human Trafficking, Forced Prostitution, heroin Trade
Info : Carry Uzi's or Ak's, This group is the most violent in the world not afraid to use un-neccesary violence.

Messina crime family

Ethnicity : Made men : Italian, Affiliates : Italian or other
Based on : Bonnano crime family
Size : Medium
Crimes : Money laundering, Ilegal gambling, Prostitution, Ilicit check scams and credit card fraud, Drug trade
Info : Carry Silenced pistols, Uzi's and are hard to spot because they blend in with the world.

Gambetti crime family

Ethnicity : Made men : Italian, Affiliates : Italian or other
Based on : Gambino crime family
Size : Large
Crimes : Money laundering, Ilegal gambling, Prostitution, Ilicit check scams and credit card fraud, Drug trade
Info : Carry Silenced pistols, Uzi's and are hard to spot because they blend in with the world.

Russian Mafiya

Ethnicity : Russian, Ukrainian, Jewish, Armenian and Georgian
Based on : Corrupt Russian Government
Size : Large
Crimes : Money laundering,Car deporting, Prostitution, Ilicit check scams and credit card fraud, Drug trade
Info : Carry Pistols and Shotguns, Russian Mafia is very diverse from other criminal groups, it means any form of organized crime or corruption from the former Soviet Union, like the KGB and Kremlin (Russian Government). It mainly means the corruption of Soviet countries Activities.

The Compound Gang

Ethnicity : Haitian
Based on : Zoe Pound Gang
Size : Large
Crimes : Money laundering, Ilegal gambling, Prostitution, Ilicit check scams and credit card fraud, Drug trade
Info : Carry Uzi's and Ak's, This gang controls alot of the florida ports, and has close alliances with Colombian cartel groups.

Colombian & Latin American Cartels

Ethnicity : Colombian, Bolivian, venezualian, Peruvian
Based on : Drug cartels from Latin America
Size : Large
Crimes : Drug Trafficking mainly cocaine, Government corruption
Info : Carry Uzi's and M4's

Aiming & Health System

There will 2 Options for both health an aiming which can be toggled top both Option on the loading Menu.

Option 1 : Auto aim will be turned off at the begining of game to make the game harder but more realistic, but your Health system will also change. A good example is COD4 or Mafia II, your health will replenish, meaning you get get killed more asily if shot alot of times at once, but take cover for a while and your health will heal.

Option 2 : Auto aim can be toggled on, like in all the GTA's so far, however this will make the game easier, and also your health bar will not replenish when shot, This is bassicly the option all GTA's have to start off with. I thought Option was 1 is quite a good choice though.

Diversity of Crimes

This Section of the Topic is highly important,Reason being is that in other GTA games we have seen a diversity of crimes, we usually know what going on but take Niko for example, his basic purpose in criminality was being an Errand boy for various groups and Mafia's. This is what i realy would like to cut out in GTA. Now i'm not saying cut out the errand boy theme completly but deffinatly reduce it alot, this way instead the player can get more involved in things, and deeper into such crimes.

Ilegal gambling & Betting

Now, what i was thinking is that, your group or whoever employes you, takes part in an Ilegal betting Operation in a state or city where gambling is Ilegal, lets take horse-racing, I want the player along with his associates to make decisions and have sit-downs with the horse-rider or Horse-riders, some will be corrupt enough to accept a nice round number for a bribe, so that they slow down when they are at 3/4 way of the track. If succesfull the people who placed the bets will all be giving a sum of money, this way rigging the Bets will allow you and the Boss to make heaps of money. In all i think taking a deeper look into this kind of crime is a must, especially since you don't have to be a genius to do it, but it is also very common among many groups, such as the Mafia.

Human/Sex Trafficking & Prostitution

Now, although Prostitution isn't axactly ilegal it depends on the Individual themselves, alot of Prostitutes in many countries are actually forced into sex, or if they arn't, they are treated very badley, and are owned by their Pimps or whatever. now perticular groups that are involved in this kind of crime are Albanian criminals, Mafia's and also some Semi-organized street gangs such as the Latin kings and Gangster Disciples. Human/sex trafficking would deffinatly be an interesting aspect of crime to see no matter how harsh it may be, this is the real world i guess.

I was thinking a missions where you actualy see a 16 (it's 16 for a reason) year old girl being forced into Sex, mabey you work with the people who are apart of the operation, if the girl doesn't earn enough money for her Pimp, i would like you to see cutscenes of these savages holding her head in ice cold water, and beating her, this all seems very harsh but it would take GTA to it's fullest. Mabey your assigned to take a boat and traffick these ilegal immigrants and sex slaves into a certain port, where they will be collected, things like that and GTA would be more interesting.

Those are my only examples for now, I do think other crimes as we have seen in GTA should deffinatly stay, we just need a deeper look into things, and i hated how Niko was bassicly just an errand boy, her hardley knew anything if you get what i mean, like when he whacked Lenny Petrovic, he didn't know he was the son of a Russian criminal King-pin, mabey this way the protagonist will be more involved with things.

Wrong Place, Wrong Time

I want the Protagonist more in GTA games to stumble across drug dealings in the street accidently, or mabey random shooting in a neighbourhood, sombody getting car jacks, or sombody picking the lock to a house door. This is somthing GTA IV had but not enough.

Maybe in the deep dark corner of the city, some Colombians and Italians are having a Sitdown or just doing some trading underneath a building carpark where there is not a sound, but maybe your stuble across it, thus disturbing them, they attack you. More Random things like this need to happen as it would make for a more exciting GTA game.

Mission Intro : Genesis
Mission Giver : N/A

The Cutscene takes place in Haiti, Witnessing the Terrible Earthquake in early 2010. It shows Jamel's father die under ruble, and their house being destroyed, in the end only Jamel and his mother survived. Months later it shows jamel and his mother Carmen going to a man, buying Fake but clean Visa's and passports cheaply.

Weeks later Jamel and his mother are already on the way to the U.S. they pass through Boarder force fine, and when they arrive, they are escorted to their home which is the third floor in a apartment in Little haiti, Vice City. In This mission the player will be shown how to save the game, by sleeping on the couch near a small TV. Also how you can use the refrigerator to get food and drink to replenish your health if it is low. Once you sleep on the couch you wake up the next morning where your real gameplay will start.

Mission reward : Nothing

It's good, but i think you've focued for too much on the gangs.
Don't get me wrong, i am also very interested in gangs but i don't think having true to life gangs in GTA is necesarilly the bet way to go.

I would prefer if it copied gangs from popular culture.

Brownbear : I guess it depends on the person's point of view, most gangs in GTA IV were based on real gangs, i prefer to base my gangs on actual real gangs instead of pop culture, because it lets players know that gangs like these exist, and based on what they do.
