Couldn't you use cleo to spawn the models when a certain effect is made? Hmm, not sure tbh... maybe... I suppose it might work if you put the img in gta.dat...
I'm not sure... lol

Well.. I guess it can be done, just make a check when some effect happen and then make appear the model in the same place as the effect. But I'm not really sure if it's possible to check if a effect is happening.

We are on the next generation of gaming its about time EVERYONE buys a new Strong PC | It's about optimilization. SA stands very bad cool effects, for example it lags with ENB series or many HD textures and you need to install fixes. When I was playing SA with HD cars and ENB it slow down to 10 FPS...and I run GTA IV on 30 FPS with ENB series.

No, because that effect is not used only by rockets. If you want fire it can be added inside rocket's dff (as gunflash, not as model) |
