edit: Oh and in case anyone wants to know, Forced Variables via Nvidia Control Panel work fine with the build, so, if you wish, you can force V-sync, FXAA, etc, onto the mod without any problems.
They trolling because why delay over some tree placements when they can grab from the console and use lines.
True. My friends were laughing their asses off when I showed that to them. Their obveusly trolling and the mod, excuse me, game will probably going to be out soon.
Edit: Hope that answer doesn't change to this.

You must have Administrator privileges to install and play GRAND THEFT AUTO: Vice City Stories PC Edition. If you are unsure about how to achieve this, please consult your Windows system manual.
- Run Setup.exe - Select a directory where you would like to install the files - When asked, select a CLEAN INSTALLATION of GRAND THEFT AUTO: San Andreas - During Installation the progress will freeze for a prolonged time, THIS IS NORMAL, this is required to rebuild audio archives in the background - Once Installation has finished, click Finish - Run the game via GTA_VCS.exe
GRAND THEFT AUTO: Vice City Stories PC Edition can support the playback of the users own audio files. By default the game ships with support for Windows Wave files (WAV) and Ogg Vorbis (OGG) files. Additionally, with the correct CODECS installed to your computer, you can playback MP3, WMA, M4A, etc. To facilitate playback of these formats you can -

Draw Distance Slider Allows the user to adjust the draw distance to better suit his/her setup. (Turning up the draw distance too far may result in frame rate instability.)
Frame Limiter On / Off Normally the frame rate of GRAND THEFT AUTO: Vice City Stories PC Edition is capped at 30 frames per second. This option allows the game to go faster than 30 frames per second. Be warned that this will not magically make GRAND THEFT AUTO: San Andreas run better, but rather may make your experience "more variable". We do not recommend un-locking the frame rate. If you have a fast machine, it is far preferable to increase resolution, detail options, anti aliasing, etc. rather than trying to achieve a higher frame rate by un-locking the Frame Limiter. This will lead to a more variable game play experience.
Widescreen On / Off This option is not as obvious as it sounds. Using the Widescreen toggle you can force a 4:3 aspect ratio resolution to use a 16:9 aspect ratio (so if GRAND THEFT AUTO: Vice City Stories PC Edition only offers you 4:3 aspect ratio screen resolutions to use, but your laptop has a 16:9 ratio widescreen display, then this will force the 4:3 resolution to look like 16:9, thereby sorting out the "squashed Vic" look). A proper 16:9 resolution displayed on a 16:9 screen does not need the use of the Widescreen toggle (or this will result in "skinny Vic").
Visual FX Quality Low / Medium / High / Very High This option allows the player to change the depth and amount of in game effects to better suit his/her PC configuration.
MIP Mapping On / Off Turns on and off the MIP mapping function of the game. This may be grayed out, in which case you are probably forcing Mip Mapping on in your video card drivers. Mip Mapping can help smooth transitions between different sized textures. This can be noticed most in roads that go away from the player.
Anti-Aliasing Modes 1 - 3 Allows the user to select the level of Anti-Aliasing applied to the in game graphics. This will not necessarily offer all modes on all graphics cards; this is limited to what the hardware can do, and available video memory.
Resolution Modes (640*480*32 - Highest your monitor allows) Select the screen resolution to run GRAND THEFT AUTO: Vice City Stories PC Edition in. We do not recommend using 16 bit color modes if possible.
Q: Why do I get an error about the wrong EXE? A: This modification was built around the Compact US V1.0 EXE (5 189 632 bytes) and the HOODLUM EXE (14 383 616 bytes), using any other version could cause issues with missions, spawning and other general areas.
Q: The game crashes for me! A: Remember this is still a BETA Build, we've only tested it on a few systems before sending it out, but we make sure it works for team members involved before it was uploaded.
Q: I've found a bug! A: Then feel free to inform us on the modifications thread (http://www.gtaforums.com/index.php?showtopic=439980).
Q: I want to force certain Graphical Locks (e.g. V-Sync, FXAA, Triple Buffering, etc) A: If your NVIDIA Drivers are 301.42 or above, you can do so, you must apply these features to GTA_SA.EXE in the VCS Directory, NOT GTA_VCS.EXE!
Q: The game crashes after selecting New Game/Load Game! A: There could be a problem ColorMod, if your PC doesn't support it, delete "colormod.asi" from your VCS Directory.
Q: Why does GRAND THEFT AUTO: Vice City Stories PC Edition take a long time to start up if I have lots of music files or shortcuts in my User Tracks folder? A: This occurs when Automatic Media Scan is set to ON in the User Track Options. Turning off the Automatic Media Scan will make loading faster and, in sequential mode, will stop the User Track Player from returning to the first track after the game loads.
Q: Why does Custom Track Player always start on the same track when in sequential mode? A: This occurs when Automatic Media Scan is set to ON in the Custom Track Options menu. Turning off the Automatic Media Scan will stop the Custom Track Player from returning to the first track after the game loads.
Q: Why am I having difficulty setting up 2 control pads at the same time? A: GRAND THEFT AUTO: San Andreas can only support one external device. This has carried over into GRAND THEFT AUTO: Vice City Stories PC Edition.
Q: When will BETA V3.00 be released? A: We don't know, we're doing this in our FREE time and not being paid for it. We'll do our best to bring you updates on the project.

And will you be using this icon as posted before? [...]
No, we're using a different made one which includes the same artwork, but is done in the style of Vice City and San Andreas Icons (basic squares with border) but the Icon has been made in 256x256, 64x64, 48x48, 32x32 and 16x16, the former two lacking a border for style sake, an alternative icon made the same way is being used for the Installer.

Thanks for your reply!
Two more comments / questions: - Please add a 24x24 size to the icon. It may be used by Windows. - Do you use InstallShield?
I've been looking at this mod for a few months now but I never knew that there was a download for the Beta 1. Heck, I didn't even know there was a beta 1. However, now hopefully beta 2 will be out soon.
Can someone quickly update me about what was present in the beta 1 and what 'new' would be in beta 2. Other than that, I would like to know about the progress.
