Trails, Vice City had them, VCS had them, besides it looks like it's a filter by the ENBseries so you can easily turn it off.

Are you converting or making parts of VCS to SA?
Cos on one mission you play as a cool robot and go in the Mendez Mansion to find the safe and crack the code to open it then set it on fire. Then one of the Mendez guys Armando or the other guy shoot the robot when found cracked and set fire to the safe,
