I don't think Alt+W is supposed to do something. You can't exactly walk with a keyboard I'm afraid, you need a controller. Although you could try tapping the movement keys rather than pressing them, thereby reducing Tommy's speed.

GTArv is right- I think SA is the only PC version that has that feature built in.

You can try tapping the up arrow key instead of holding it down. Or try switching to "classic" controls (the PS2 equivelent) instead of the standard controls and try pressing the up arrow key and see if that works....
