That's not the beta subway map of LC. It looks like it's based on the London Underground, maybe just a random filler if it does appear in the game.

In fact it reminds of London's Tube, but just because of color schema and lines design.

But how the lines go thru the city, it reminds of a modified New York Subway.

Now I am willing to forgive the slightly different Dukes airport, but you're on the money with the completely different Alderney. How cool would it have been to have another airport and mega docks.
Then again, perhaps they ditched the second airport to avoid the inevitable questions of "Oooh, why can't I fly planes then?" I would have for that reason alone if I were them.

Actually, I think that's just a fanart from when the outlines of IV's map was shown.

The first ever original design of IV's map was most likely the state of Liberty's (there is an article around when IV came out stating that they had once planned to set GTA IV in a state based on New York, but they decided to downsize it)

Like I said, I believe that was just some sort of fanart. I remember seeing it a long time ago when IV's map outline was revealed. Where did you find it?

I think Rockstar really screwed up GTA IV when they took out all this stuff as the beta was so much better although don't get me wrong its still the second best game ever.

The Ferries would of been good.
The women Cops.
The Beta map.

Just little things like this would have made the game allot better.

PS: Why doesn't someone try to email Rockstar requesting for a sample of the beta state map as i am sure they would not mind showing it as it was not used and serves no purpose i mean hey, there is no harm in trying.

PS: I Emailed Rockstar about it but here is the article also i will let you guys know what they said.

Since "The Docks" were explored by everyone and their dog (and their moms) the police computer noted hot-panties Lola Del Rio could be found by the "The Docks" so the omitted docks would be the key to understanding the riddle of finding Lola and the area omitted from the map is the place to look.
