Is there a tool so you can edit the maps from 1.0.3.0?
It hasnt to be a Tile-programme but an Text-Based editor will be fine!

If there isn't wich files do i mod to create a new island? Or is that very advanced? I have searched for some mod tools (Got now IV Needle, OpenIV and ofcourse i have an ASI-Loader). I also have an trainer for GTAIV, i can spawn objects with it so it it must be possible to create your own maps full with objects .
But it doesnt work very well to create maps with only the trainer so does anybody know how i can edit the Maps? I would love to create a new Island without peds and full with exploding stuff!

Could someone help me with my search for map-editors?

Could you explain what WPL-Editors are?
Can i create new Islands with it?

WPL is an ingame model spawner.And...you can't make a island.But you can make a tower from boxess

Not really... WPL editors are simple text based utilities... with them, you have the ability to edit GTA IV's model placement files (I'm not sure if additional information about models are in this file too), but you will only see your creation in-game, not through a 3D renderer program.
