Because they know/knew someone in Miami? Or they just decided to celebrate the birthday there?
And they can afford the plane tickets?

All this sounds very familiar to me, I'm sure I've seen this interview before.

I like this quote from part IV:

And he goes, "We should do New York." And I said, "But we’ve done Liberty City." And he says, "No, no. We should do New York properly. That’s what we should do." And then the next big moment: Sam was going, "We need a different kind of lead character, because we’re bored of doing mobsters, and it’s getting too repetitive. We’ve got to find something new and interesting ... . Let’s do an Eastern European."

Really sums up a lot about GTA IV. Also solves lots of arguements in the NeXt forum.
