To your question: If a mod car supports dirt or not is depending on the car model. The car can have a dirt texture or not. So you have to test this on your own for each model.

It's depending on each situation if it makes sense to create new topics. If you have a thread that was well visited in the past a bump is still possible and nothing bad.
In this case I would prefer no bump, it's way too old although the mod is still available. Basically if the OP (Original Poster) isn't active anymore I would never bump anything.
Yeah, if the author is gone and the topic is dead, then I would think about creating a new topic. This is mostly the case with very old topics.
