I tried to modify glock bullets with RPG rockets in WeaponInfo.xml but after copying and changing my modified file GTAIV.exe is self-closing before DVD stop running. Reboot doesn't help. Is there any f*cking possibility to make mods and install them on GTAIV? At least for Vista users? Is it possible to f*ck up the whole game after typing about 20 characters in one file which is responsible for weapons only? Goddamn it.

You do know about the workaround, since the game scans all files before launching to avoid people from modding files and going online, thus cheating...

There IS however a fairly easy workaround... check this forum, you cant really miss it, unless you try very very hard.

This should go under GTA MODDING>Editing Discussion>Troubleshooting.

Have you installed the GTA4 - File Modding Ability Patch yet? This could be your problem.

Remember to ALWAYS back-up any original (un-modded) data! If you have enough space back-up the entire directory.
