 the same problem of the guys above I have tried to find a trainer to jump this mission, but none of the trainers I found had this option... And I tried to send a email to R* and them don't reply :S In the game I can only kill pigeons, 'cause there's no missions to do and there's no emails from brucie I'll look for something to do, and I put here a solution if I find it ^^ and I'd be very grateful if someone send me a email when you find a way to pass through this mission =D guilherme.am.rs@hotmail.com thx! ps.: if u don't like manny, u can't shoot him to death  the mission won't fail xD This post has been edited by GuilhermeAmorim on Monday, Dec 29 2008, 14:43

I had this issue too until five seconds ago. I've tried messing around with the number of times the dealer is spooked, number of mission failures, vehicle type (police or civilian), vehicle location when Manny says to pull up behind him, etc. and FINALLY IT WORKED!!! Here is what I did to make it work for me:
I loaded up my savefile, stole a Primo, and started the mission. I spooked the dealer a couple times, and when he got to the destination, there was no yellow arrow. I threw a greade underneath his car, failed the mission, and retried the mission via phone text message. I did the mission a second time, this time keeping two car lengths behind him all the way up until he got to the warehouse. I didn't spook him at all this second time around, and when he got to he destination (with me still two car lengths behind him), the yellow arrow came up and the cutscene was automatically played (probably because I was parked in the location where the arrow appeared). I'm about to start the mission now, so here's I don't fail it!
Hope this helps! I did this mission about a dozen times to mess around with the variables I mentioned about. This is the second time I'm beating the story part of the game (first time I chose the deal and had accidentally overriden my save file from the mission right before the decision), and I had the same problem the first time. I think I got lucky the first time around and the arrow showed up...
EDIT: If you get the cutscene to load, I highly recommend that you use the health cheat as many times as possible. It's quite easy to die in this mission (ie. Uzi from behind) and because of the bug, you better not die!
