Try lower some of the settings

Try the Screen option first then shadows, textures and so on.

It made me go from 16.99 to 20.99 FPS.

My system specs are:
AMD Athlon II X2 250 processor 3.00 GHz
2.00 GB installed memory(RAM)
Windows 7 ultimate 64-bit operating system
Nvidia geforce gt 520 2gb ddr3 graphic card
------------------------------------------------------------------
But my gta4 lags when i drive and buildings appear and after lagging
It freezes

Can anyone tell me the solution for running this game smoother
And i also tested my benchmark report and it only gives me 23 fps

You can lower the settings and use low performance patches, which will result in quite ugly graphics, or you can get a new PC.
