If you want to fly a plane with wheels in VC, you will have to get Vice City Stories--

Nope, not other than the Sea Plane or Helicopters. It's cool though because if you flew a regular plane you wouldn't get too far Vice city isn't big enough.

Well, there are mods too get a plane, but it's just really like flying a sea plane still.

if youhad finished the game you would have done a mission where you had to fly the plane to drop leaflets over the city.

once that mission is done, the plane(or rather sea plane) will spawn inthe same place, outside the movie studios.

the mission name is Dildo Dodo. and the plane is behind the studio like the picture that damian001 posted.
