I am currently doing the San Fierro Woozie missions: Amphibious Assault. It requires you to swim well underwater but when i go and start the mission it says that i need learn how to swim better. How do i do this? I did try and put a cheat in of maximum lung capacity but no luck.

You need more lung capacity. Your lung capacity increases, when you're underwater. If your lung capacity is at 0%, then you need to spend about 30 real minutes underwater.

Go and collect the Oysters.
Spending more time in the water will increase your lung capacity/skill..

I think a Cheat code does exist which increases Lung Capacity.
Look on any website for a list of cheat codes.
