The reason planes are not in the game, and it is an act of foolish idiocy to think differently, is ONLY because they simply have not yet been coded to work in IV yet.
Same reason there were no planes in III (dodo aint no damn plane), a crappy one in VC, and many in SA.
They say "Oh, well, one city, we don't need planes"
But that's the excuse... in fact, it's more like
"We'll do one place for the first game to make sure we don't have to explain not having real planes"
People think the dodo had it's wings cut in III for 9/11. Those people are Idiots.
The wings were cut because the flying physics were sh*tty and they didn't have time to work on them.
NOTHING in GTA had anything to do with 9/11. Not even Darkel. But when you get good press like that, especially yummy negative press, you run with it.

If you believe the reason is because the "map is too small for planes" then you're crazy. If they didnt want us to get around the "smaller map" too fast, they wouldnt have even put helicopters in the game.
Think about the history of GTA games. They are always the center of controversy. If we were flying planes into NYC buildings, every jack thompson clone would be going crazy trying to sue R*/ban gta 4 even more then they probably are now. it's common sense. | Let me correct you. Every time I turn around, it's 9/11 this and 9/11 that. People, there is a whole world out there, and you're all scared because some chickens##t jerks decided to attack a defenseless building. They want us to be scared of them. So they pull cowardly stunts like recruiting suicide bombers from mental hospitals to bomb funerals. But, I digress. The planes were left out most likely because they didn't want to add them. Niko isn't going to be flying around in planes because he wouldn't be. Besides, it is called Grand Theft Auto, and maybe they just realized that it was time they got back to what the series is all about.

San andreas was not set in NYC on a next-gen system, so you cant even compare this to that. And, why are there PLANES flying overhead in the game period if they were tryin to keep it "realistic"?? ..because there ARE planes flying over NYC all the time. Think people.

Think people. | The reason those planes are flying above the city is because they are either arriving from somewhere else or going somewhere else. They aren't carrying people around the ONE city, which is all that we'd be able to do with planes seeing as we cant leave Liberty; we'd be flyign around the one city with only 1 easy place to land (where we took off from, and that wouldnt give you a big advantage would it?).

Everything has been overhauled from the ground up. Maybe they just didn't get around to working on the planes and felt it was better to put that on hold untill the next game. It makes sense, if everything is improved, except for the planes that would stand out. Combine that with having just one city and one airport and the entire feature would feel lazy and tacked on. Euphoria enables all kinds of crazy airial stunts (that hanging off the copter is just the tip of the iceberg) and maybe they decided that if they're gonna put planes in, they're going to do it right, but that takes time and so they saved it for the next game. It makes perfect sense, having planes is difficult to do and takes a lot of effort. Effort they could also spend on the rest of the game, making it better. I can't shake the feeling this series is going to go the same way as GTAIII. III established the basic gameplay and they focused on building a believable city. Vice City added planes, more diverse missions, better art direction and story and features. San Andreas focused on adding more freedom and cities. It's plain to see that each game tries to up the ante in a different area so why would IV and it's follow-ups be any different.. again it's just a scenario... in the end there are all kinds of reasons you can name... nothing ever happens for just one reason...
